Maryland K-12 Initiative
OIT has played a large role in the rapid development of the use of technology in Maryland's public and private K-12 (kindergarten through 12th grade) schools in the past several years. In late 1992, its MDEDU program began distributing and administering free Internet-access accounts to any K-12 teacher, librarian, principal or district technology person who requested one (see www.inform.umd.edu/mdk-12/admin/applic.html ). Public dialups were provided for the use of these accounts, with dialup access ultimately becoming statewide with the establishment of the Sailor Online Library network. Over 20,000 of these accounts have been made available, with a large impact on the Maryland K-12 community's awareness of A) itself as a community and B) the Internet as an educational resource. The OIT Help Desk has helped users of the MDEDU account since its inception. The MDEDU accounts program is only one of a number of K-12 outreach efforts:
  • E-mail discussion lists
    The most well-known of these, the 700-plus member "MDK-12" Listserv list, was established to serve the needs of the entire Maryland K-12 community. This list has long been a source of lively discussion on education-related issues, exchange of information on technical problems, and an all-around "virtual faculty room" for teachers to get together informally after work with colleagues they would otherwise have never met. Other e-mail lists have been available from time to time for particular purposes as needed.

Two (2) AMOUNT:
Twenty institutional awards in the range of $200,000 to $500,000 per year for a period of two to three years will be made as a result of this competition.
The stipend for a graduate student will be $18,000 for a 12-month tenure.In addition, the grantee institution will be allowed a cost-of-education allowance of $10,500 per tenure year per graduate student in lieu of tuition and fees normally charged to students of similar academic standing, unless such charges are optional or refundable. The stipend for an undergraduate student will be $5,000 per academic year and $5,000 per summer. All fellows will spend a minimum of ten hours per week providing direct assistance to K-12 teachers and five hours of preparation outside of the classroom. DESCRIPTION:
The K to 12 program is managed by the Directorate for Education and Human Resources (EHR) and supports the training of students in SMET disciplines covered by NSF's Directorates for Biological Sciences (BIO), Computer and Information Science and Engineering (CISE), Engineering (ENG), Geosciences (GEO), Mathematical and Physical Sciences (MPS), and Social, Behavioral, and Economic Sciences (SBE); and the Office of Polar Programs (OPP).

Background In the spring of 2000, Gail Bailey, Chief of the School Library Services Branch at the Maryland State Department of Education, recommended that a group of school library media administrators study the feasibility of forming a statewide consortium to take advantage of cost-effective licensing of fee-based online services for K-12 schools in Maryland. A survey was prepared by Della Curtis, Coordinator of Library Information Services, Baltimore County Public Schools. The survey of local education agencies in Maryland showed that many are licensing online services, the costs are not consistent throughout Maryland, and the costs are too high for some counties to afford. Licensing or access fees for electronic resources may constitute a major portion of a district-level or local school budget. However, through a consortium buying arrangement, the discounts for these services are quite significant. For example, the Wisconsin Department of Public Instruction estimated that the cost of providing Wisconsin's

K - 12 Data Center Education Maryland's public school systems offer quality primary and secondary education. More than 860,000 students are enrolled in 1,300 public schools throughout the state, with 51,400 seniors graduating in 2002.   A majority of the recent graduating class intended to continue their education, with 64.5 percent looking forward to full time attendance at two or four-year colleges, 14.2 percent headed for part-time education, and 3.3 percent entering technical training schools. In 2002, Maryland high school seniors scored 1,020 on the Scholastic Aptitude Test (SAT), higher than all other Mid-Atlantic states.  Over two-thirds of Maryland students took the SAT, a higher rate of participation than 38 other states. In fact, Maryland’s public schools are currently at the forefront nationwide in an ambitious school reform program.  Other marks of educational quality:
  • Among states, Maryland ranks 12th in the U.S. in teacher salaries. The state’s average teacher salary is $44,997 compared with the U.S. average of $42,898 (2000-2001);

Maryland MacArthur Project Teacher Education Reform: To maintain the progress of K-16 science education reform, future science teachers will need deep and interconnected knowledge of their subjects. This will enable educators to align science teaching with learning goals. Teacher education should be designed to produce science teachers who are committed to increasing understanding of connections between science, mathematics, and technology as well as understanding of the social, historical, and philosophical contexts of scientific knowledge. Science curricula should stress the key concepts of science, their observational basis, and the history of their development. Science-teacher education must engage students in discussions about substantive issues of teaching and learning closely connected with the everyday work of teaching.
