The MRSEC is continually developing and implementing outreach activities at pre-college institutions including many schools in Prince Georges, Montgomery, and Howard Counties. The MRSEC at the University of Maryland invites applications from interested graduate and undergraduate students in the physical science, materials science, mathematics, and engineering disciplines for the NSF-sponsored GK-12 Teaching Fellows Program. A BOUT THE
P ROGRAM
The GK-12 Teaching Fellows Program puts science and engineering fellows (graduate and undergraduate) into local junior high and high school classrooms for the purposes of supplementing the expertise of the teacher and introducing students to cutting-edge topics in science, math, and engineering. The program is especially committed to introducing, stimulating interest in, and teaching materials science to public school students and the larger community.
Prospective fellows should be committed to the following:
  • Developing presentations and demonstrations for use in K-12 classrooms.
  • Spending 10 - 15 hours per week in a local public school.

University of Maryland University College (UMUC) has received funding from SBC Telecom SBC Teacher Technology Online Conference Center , will be launched next fall at no cost for all Maryland K-12 teachers and their schools with Internet access. The Online Conference Center is expected to help improve teacher retention in Maryland by providing teachers professional development opportunities that are easily accessible online. The marked shortage of qualified technology-proficient teachers has reached crisis proportions, according to a recent study by Ed Week . For that reason, nearly four in 10 students nationwide do not use computer technology during their school week, further widening the digital divide. Tyson Tildon, chairman, New Board of School Commissioners, Baltimore City, offered remarks at a UMUC press conference, held to announce the SBC Foundation's $25,000 donation to fund development of the SBC Teacher Technology Online Conference Center. Tildon, a UMUC board member, is a strong proponent of incorporating technology into K-12 curriculum. "Networking is a critical component among professionals in any field today," says Tyson Tildon, chairman, New Board of School Commissioners, Baltimore City. "It is perhaps more important in education than any other area because of advancements in technology that make both teaching and learning so dynamic. The resource UMUC and SBC are providing will be invaluable for Maryland teachers, and it is an excellent demonstration of citizenship and dedication to Maryland’s future leaders."

Outreach Programs : K-12 Student Connections K-12 Student Connections Artist Experiences The Artist Experiences program offers K-12 students, teachers, and local community participants the opportunity to interact with professional artists through workshops, master classes, residencies, and matinee performances held at local schools, community centers, or the Clarice Smith Performing Arts Center. The artists are part of the Smith Center's Maryland Presents series or the Take 5 series, or they may be local artists who enhance a school's strength (its chorus, band, strings, theatre arts, or dance program), offering a tie-in to curriculum units, exposing students to an unfamiliar art form, or providing the local community the means to engage in life-affirming artistic events.

This project is built on the premise that teachers helping teachers is among the most effective ways to improve educational practice. Coordinating K-12 and Higher Education Systems to Support Student Achievement
Many local school-college efforts are operating across the country. These partnerships principally center around curriculum development (academic alliances), teacher preparation and professional development (clinical or professional development schools), and student support services (early outreach programs that include mentoring or tutorial supports). While the programs are encouraging, the vast majority still operate on the margin, in both schools and postsecondary institutions. Unfortunately, most have yet to be integrated into the structure and programs of the institutions. New Governance Structures. One strategy for coordinating K-12 and higher education systems is to create a governance structure that assigns direct responsibility for such coordination. In 1991, the Maryland Higher Education Commission and the Maryland State Department of Education jointly appointed and currently share a deputy secretary of higher education/deputy superintendent of education. The role of the office is to coordinate and promote the concept of a single continuum of education kindergarten through graduate school. The deputy is responsible for coordinating the complementary interests, programs, and authority of both state agencies for achieving shared state education goals. These responsibilities include the following:
