Although both April and May were broken up by staff travel and illness, considerable work went forward on a number of fronts. Brian Sheppard was offered and accepted a new position as the SPO programmer and began working formally in that role. Work with journals progressed in several ways: TMR has now moved to using the journal management system, the MQR backfile has been fully digitized, and Philosopher's Imprint published its first fully refereed article. There are now test textclass implementations of both TMR and MQR online implementations that have been a valuable learning experience. Sheppard and Rosenblum attended the DLF sponsered meeting on Electronic Publishing at NYU and brought back several new ideas and insights applicable to SPO's work. The management and conclusion of the MoA4 project has continued to claim a significant amount of time, but all work in this area should be concluded by the end of this fiscal year.

    This publication examines 10 educational trends that should be considered in the planning, design, and modernization of schools. The trends were identified by reviewing research on the relationship of school facilities to student outcomes; by performing a general environmental scan of current trends, issues, problems, and initiatives in education; and by reviewing demographic patterns emerging out of the 2000 U.S. Census. The trends are: (1) the lines of prescribed attendance areas will blur; (2) schools will be smaller and more neighborhood oriented; (3) there will be fewer students per class; (4) technology will dominate instructional delivery; (5) the typical spaces thought to constitute a school may change; (6) students and teachers will be organized differently; (7) students will spend more time in school; (8) instructional materials will evolve; (9) grade configurations will change; and (10) schools will disappear by the end of the 21st century (or will they?). 6p.     Legislative Proposals Affecting Databases
    By Heidi Yacker At the federal level: Feist Publications v. Rural Telephone Service Co. Non-creative database producers argue that they need protection from this "piracy" of their work. Vast technological improvements have made copying information much easier. For example, in 1991 it took 6 months to download an average database; it now takes 2 minutes. Producers feel they need protections to encourage database development and to close the gaps created by the courts. They also argue that the European Union, which provides protection for non-creative European databases, will extend this protection to U.S. databases only if a comparable law is passed here. Some recognize the importance of protections but don't want them to be overly restrictive. These include compilers many of which are small businesses of "transformative" of "value-added" databases that take information from one database and combine it with other material to form a new database. For example, a database compiler might extract information from a directory of diseases that is marketed to doctors and create a directory of children's diseases to market to parents. Overly restrictive legislation could also have a negative impact on research activities and could contribute to increased costs in accessing databases.
