Program recognizes schools for achievement, dramatic improvement
Baltimore, MD (February 8, 2003) - State Superintendent of Schools Nancy S. Grasmick today announced the names of six public elementary schools that have been selected as 2003 Maryland Blue Ribbon Schools of Excellence. The names of the six schools have been submitted to the Secretary of the United States Department of Education for the National No Child Left Behind - Blue Ribbon Schools Program. "These schools are models for all Maryland schools," said Dr. Grasmick. "They exemplify high levels of achievement or dramatic improvement of economically disadvantaged students. They serve as examples of how we can close the achievement gap and raise the level of education in the state. I want to commend the students, teachers, parents, administrators, and community members of these schools for their hard work and congratulate them on their achievement." The six schools were selected on the basis of national criteria. Three are in the top 10% of all Maryland schools at their specific level (elementary) as measured by Maryland assessments. Three are economically disadvantaged schools that demonstrated dramatic improvement on the state assessments over at least the past three years.

    Scholarship Myths
    Many students fail to pursue scholarships because they believe scholarship competition is so fierce that only the most exceptional students receive awards. The truth is you do not have to be a super student to win scholarships. Many scholarships do consider academic talent and performance; however , the level of achievement required to win the scholarship is always relative to the other students in the applicant pool. Additionally, some scholarships are based on criteria other than academic performance: pursuit of a particular major, membership in particular groups, or financial need.
    Don't waste your money on scholarship search services that promise to help you tap into vast amounts of unclaimed financial aid funds. There are many web sites that provide the same information for free. For more information on scholarship myths, see the article in Peterson's Scholarship Guide
    Despite the myths surrounding scholarships, students do need to put forth a modicum of effort in the research and application process. One way to think about the time spent is to consider you are getting paid for this research. If you spend ten hours finding and applying for a scholarship and you receive a $300 dollar stipend, you just made $30 an hour! Even if you don't get awarded a scholarship, you will have refined your research and writing skills and will be more likely to succeed in similar future endeavors.

  • College of Education's PlanHow Will It Impact the Teacher Shortage? The President should brief the committees on the progress made to date in implementing the strategic plan for the College of Education. The discussion should include an assessment of whether the current strategy will impact the shortage of certified teachers. Moreover, the university should comment on its future plan, if any, to further expand access, to market to the potential candidate pool (middle and high school students) and to work in collaboration with other relevant entities to develop alternative certification programs. Below I have briefly listed our response to this critical problem. Also, in the Legislative Testimony, I have addressed our College of Education's plan to address the teacher shortage issue. Additionally, Edna Szymanski, the Dean of the College of Education, is with me today to address any other questions you may have about this problem.
    • The College of Education is re-balancing its portfolio of programs to increase enrollment in areas of shortage, especially in secondary education. The College is planning to produce at least 45 more secondary teachers each year by 2004. We believe that this is a conservative estimate.

    Registration/Licensing/Accreditation: Education Programs in Nonpublic Schools and Child Care Centers and COMAR 13A.09.10, Educational Programs in Nonpublic Schools and Child Care and Treatment Facilities Institutions operated by bona fide church organizations are exempt from the requirement to hold a Certificate of Approval from the Maryland State Board of Education. The head of the bona fide church organization must, however, submit to the State Department of Education acceptable evidence of the bona fide church organization legal authority status and certification of the legal authority’s assumption of responsibility for governing and operating the nonpublic school. Requirements described below pertain to nonpublic general education programs that do not receive public funds and are approved under COMAR 13A.09.09. Recordkeeping/Reports: Approved nonpublic schools must maintain a cumulative record of each student enrolled including the following: approved nonpublic school name, school address, student’s first, middle, and last names; student’s birth date; student’s home address; month and year student entered; nursery school level or grade upon enrollment; month and year student withdrew; student’s performance information in each curricular area; code for the meaning of performance information; and number of days in attendance. Each school annually certifies its compliance with the approval regulations by completing and submitting an Annual Report form provided by the Maryland Department of Education. COMAR 13A.09.09.08.

    The University System of Maryland has taken leadership in putting together the Maryland Education Enterprise Consortium (MEEC), a voluntary agreement among public and independent higher education and county school systems. Frostburg State University is part of the MEEC consortium. The first activity of the consortium was to work out a comprehensive, non-exclusive licensing contract with Microsoft. The standard desktop software license covers Office or MS Works, Visual Developer, client access licenses, and operating system upgrade. FSU is one of the few institutions of higher education in the MEEC that chose to broaden the scope of the contract to make the Microsoft software available to students (in addition to staff and faculty) at a discounted cost.     Why is the MSPAP important? MSPAP results tell schools what their students have learned in content and in skills. The State of Maryland has set high standards for student achievement. The MSPAP is designed to let schools know how close they are to meeting the standards set by the State. How is the MSPAP different from other tests? Before the MSPAP, most tests were multiple choice or short answer tests. They measured knowledge, but they could not measure the kinds of skills students need to have in the 1990's. Futhermore, MSPAP is intended to measure school improvement, not individual student performance.

    When C.D. “Dan” Mote Jr. became the 19th president of the University of Maryland on Sept. 1, 1998 he proclaimed it a university “on the move.” Three years later, under his guidance, Maryland continues to move – at an ever accelerating rate – on the field, in the classroom, in the community, and in the world.     Digital Divide Analysis
    The following graphs provide quantitative summaries that document the digital divide that exists in Maryland Schools. The data has been compiled using the most up-to-date information currently available on technology resources in Maryland Schools as of December 2001 and data from the State's "Free and Reduced Meals Program" database (FARMS). Each data set was plotted as a function of the percentage of students enrolled in the Free and Reduced Meal Program (% FARMS). Schools with a %FARMS greater than 70% are generally considered to be "high poverty" schools. Schools with a % FARMS less than 11% are generally considered to be "low poverty", or affluent schools. Each survey question relating to the student use of technology had three possible answers: (1) Regular Use, (2) Occasional Use, or (3) No Use. For simplicity, this reports only indicates percentages of "Regular Use" or "No Use". Therefore, the percentages will not total to 100%. Technology Infrastructure The extent of Maryland's digital divide was analyzed with respect to the level of technology infrastructure present in Maryland Schools. While additional data exists and is being reviewed, two key indicators are presented here:

    An alphabetical list of current CTE projects: Partnership Programs Accessibility Grant: CTE is working with MSDE as it sponsors regional workshops for district-level teams of personnel who are responsible for developing bids, for evaluating, selecting and purchasing technology-based instructional materials, and for providing training within local school systems. Baltimore City Schools Principals' Mentoring Program: CTE works with principals in Baltimore City Public Schools to develop and implement a technology-based mentoring program for school leaders. Boundless Learning: The goal of this federally funded project is to implement and evaluate a systematic, technology-supported schoolwide learning model that equips all stakeholders with the knowledge, skills, and tools needed to help all students, including students with disabilities, improve performance and learning in general education classes.
