by Piet van Lier Recently, the Maryland Legislature’s approval of a law designed to boost state education spending by $1.3 billion put the state in the forefront of national efforts to rethink public school funding, especially for impoverished children.
The new formula, if fully enacted, will provide nearly $12,000 per student for schools serving concentrations of low-income children, twice the state aid for schools in more affluent communities. Unlike many other states, including Ohio, Maryland did not create its new system in response to a lawsuit. A commission appointed by the legislature in 1999 looked at Maryland schools that met specific state performance standards and used their funding levels to establish a per-pupil base for all schools. The commission then combined that step, known as the “successful schools” method, with the “professional judgment” approach, in which panels of educators calculated the cost of resources needed to achieve state goals.

Friday, March 14, 2002 ANNAPOLIS - At the beginning of Maryland's General Assembly session, Gov. Robert Ehrlich stormed in with a short, but controversial slate of proposals to revamp Maryland government. Now that agenda is crumbling, leaving questions as to what will remain when the Legislature adjourns in April. In his State of the State address, delivered in late January, Ehrlich outlined five major initiatives, four of which were translated into legislation: legalized slot machines, tougher gun laws, charter schools and a reformed juvenile justice system. Now the Senate has dumped his slots proposal in favor of one to be crafted by Sen. Edward Kasemeyer, D-Baltimore County, and swapped his charter schools bill for a more watered-down version drafted by Sen. Roy Dyson, D-St. Mary's. The juvenile justice bill is locked up in the Finance Committee, where the chairman said it will stay until senators get a look at the budget proposal. And the gun-crime initiative, Project Exile, is trapped in a committee headed by the lawmaker who led a successful campaign to reject one of Ehrlich's campaign appointments: Sen. Brian Frosh, D-Montgomery.

ANA OPPOSES SCHOOL COMMERCIALISM BILL IN MARYLAND GENERAL ASSEMBLY March 18, 2002 ANA has submitted testimony in opposition to a school commercialism bill in the Maryland General Assembly. The bill, Senate Bill 679, would require local school boards to adopt policies related to advertising and marketing in their schools. The bill goes on to mandate what those policies should be in a number of respects. Many businesses develop various partnerships with local schools and Senate Bill 679 would micro-manage local school operations. We pointed out that a number of concerns about commercialism and information collection in the schools have already been addressed in the major education reform bill passed last December in Congress, the "Leave No Child Behind Act." The Maryland Senate Education, Health and Environmental Affairs Committee held a hearing last week on Senate Bill 679. No vote has been taken on the proposal. ANA was very active last year in opposing the legislation by Senators Chris Dodd (D-CT) and Richard Shelby (R-AL) to impose an unworkable new privacy regime on the collection of information in the schools. The final version of the education reform bill adopted a reasonable approach to protecting student privacy without destroying the partnerships that many businesses have developed with local schools. We urged the members of the Maryland Senate Education Committee not to impose another inconsistent standard on local school districts.

The 2001 session of the Maryland General Assembly ended this week 90 days that brought our state a new drug benefit for seniors, a gay rights law, and a crackdown on drunk driving. Newsnight Maryland correspondents who covered the General Assembly joined Anchor Jeff Salkin to analyze this year's session. DEATH PENALTY . Debate on a proposed moratorium continued into the last minutes before the Senate adjourned for the year. The outcome, and the process, proved controversial. "It was chaos," says senior correspondent John Aubuchon. "The Senate had finally taken up the death penalty moratorium bill shortly after 10:00." The House assumed that it would be on it for the rest of the night until the constitutional adjournment deadline of midnight. Therefore at about 11:30, House leaders "had their desks cleared" and adjourned. When Miller learned the House had adjourned, he decided to adjourn the Senate as well. Supporters of the death penalty moratorium did win passage of a measure to ensure post-conviction DNA testing for murderers and rapists who may be proven innocent by the results.

A workshop for environmental educators
concerning the Eastern Oyster

In June 2001, environmental educators from a variety of organizations in Maryland gathered together to immerse themselves for a few days concerning the research, restoration, biology, and ecology of the Eastern Oyster Crassostrea virginica.
The workshop was hosted by a collaborative between Maryland Sea Grant Extension Program, University of Maryland Center for Environmental Science Horn Point Lab (HPL), and the University of Maryland Biotechnology Institute's Center of Marine Biotechnology (CoMB).
During the three day experience participants were treated to a variety of lectures from prominent scientists involved in the study of the Eastern Oyster. At HPL lectures were given by Dr. Victor Kennedy, Dr. Stan Allen, and Dr. Ken Paynter ranging from general oyster biology, oyster genetics, and oyster restoration efforts in MD and VA. These outstanding lectures and "Q and A" were complemented by a day of field and wet lab activities in the HPL oyster hatchery led by
Dr. Don Meritt talks to participants about the growth and development of spat or juvenile oysters.
