(DOC) Seidel News Graduating with an education degree does not automatically create your teaching or administrator's certificate in Maryland. You must apply for certification. If you are offered a job before you have applied for certification, your new school district will often apply for your certificate on your behalf. But if a job offer isn’t on the table or you plan to leave Maryland, you should apply for your certificate right after graduation. Preparing Your Packet You should send a complete packet of information to the Maryland State Department of Education (MSDE). Your application packet should include: 1. Cover letter including your name, address, social security number, telephone number and the subject area(s) for which you want certification. If you have completed student teaching, give dates, subjects and grade levels taught. Keep it brief.

An advanced professional certificate is required at the expiration of the standard professional certificate. The advanced certificate requires three years of successful teaching and a master's degree or master's equivalency.

TEACHER EDUCATION TRANSFER DEGREE PROGRAM (019)
The Teacher Education Transfer Program prepares students interested in transferring to a four-year college program. Students in this program begin training to become teachers and have opportunities to explore the diverse world of education and ways to work effectively within it. The program is constructed on a foundation of general education courses inclusive of the humanities, fine arts, mathematics, social and natural sciences, and Health and Life Fitness; it provides opportunities for students to acquire beginning professional skills, general knowledge, and understanding. Students work closely with their advisers and the BCCC Transfer Counselor to examine the most appropriate four-year programs. Transfer concentrations can include Elementary Education, Special Education, Urban Recreation, Foreign Languages, Social Studies, Science/Mathematics, Health and Life Fitness, or Early Childhood Education. The program requires minimum grades of C in all courses. Candidates for graduation in this program must pay for and take the ETS National Teacher Examination: PRAXIS I test before graduation. PRAXIS I is offered several times during the year. Students should see their academic advisers or the Program Coordinator for more information.

"Teacher Certification Reconsidered: Stumbling for Quality."
Teacher Certification Isn't Working
October 18, 2001 - The Abell Foundation just released "Teacher Certification Reconsidered: Stumbling for Quality." It argues that Maryland's teacher certification requirements should be loosened or eliminated because there is no credible evidence that they ensure quality. We agree. There is simply no good evidence that teacher certification produces demonstrable gains in student achievement. In fact, much of the research is embarrassingly deficient. A February 2001 report by the University of Washington Center for the Study of Teaching and Policy agrees: "There is no research that directly assesses what teachers learn in their pedagogical preparation and then evaluates the relationship of that pedagogical knowledge to student learning or teacher behavior." Taking the opposite view is the National Commission on Teaching and America's Future (NCTAF) led by Professor Linda Darling-Hammond. The Commission has been urging the states to adopt expanded certification requirements. Professor Darling-Hammond called the Abell Foundation's report a "stunning exercise in misrepresentation."

Program Director: Dr. Nomsa Geleta The Master of Arts in Teaching (M.A.T.) is a professional degree program designed to prepare students for initial teacher certification. This is a full-time, 16-month program which begins each January. It is not possible to complete the M.A.T. on a part-time basis. Students in this program must possess an earned baccalaureate degree and appropriate content coursework for certification in one of the following state-approved areas: agriculture, art, biology, business education, chemistry, English, French, history, mathematics, music (vocal and instrumental), physical education, social studies, Spanish, or technology education. Are there any current NTE test areas for which Praxis II content tests will no be available?
ETS is phasing out several content tests with low volume. Two of these tests, Speech Communications and Physical Science, are now used in Maryland. Until these tests are phased out in June 2000, candidates will continue to be required to pass them, using the current qualifying scores.
Why is elementary education not on the list of new Praxis II assessments?
ETS has developed two new assessments for elementary education majors. One test is a content test and includes mathematics, language arts, science, and social studies. The other test covers curriculum, instruction, and assessment. Maryland had panels review these two new tests, but ETS has temporarily withdrawn them to make revisions. ETS plans to have them ready for a June 2000 administration. As soon as the tests are ready, a Maryland panel will be convened to review the revised versions, validate the content, and recommend qualifying scores. Meanwhile, the existing NTE elementary education test will continue to be used with the current qualifying score.

is an accelerated, alternative route to teacher certification in Maryland. This cohort program, which includes one semester of coursework (9 semester hours), and a two-week residential experience in a local school system, requires one-year of successful teaching and the completion of state-required reading courses. Successful candidates may be eligible for the Maryland Standard Professional Certificate I at the end of the first year of teaching.
