Public Educators Recognized for Commitment, Leadership
Nine teachers and administrators from Boston and Cambridge receive Conant Fellowships
Boston Conant Fellows Janira V. Arocho teaches bilingual biology and chemistry classes at English High School. She has acted as resident adviser and coordinator/supervisor at the Wellesley College Summer Enrichment Program. She was a Wellesley College Scholar, graduating cum laude , and received the Justina de Conde Prize for academic excellence in Spanish. Arocho is an adviser to the National Honor Society. She will seek a master's degree in the Risk and Prevention Program. Linda Ann Banks-Santilli is a learning adaptive behavior teacher at the Clarence Edwards School. She has taught at the Oliver W. Holmes School, and was for eight years a behavior specialist at the Dearborn School. Previously she taught in the Department of Psychoeducation at McLean Hospital, was acting director of the A.S. Degree Program and a part-time instructor in child care training at Wheelock College. Banks-Santilli received the Lucy Wheelock Award and a Golden Apple Award in the Boston Public Schools. She is a member of the Wheelock College Corporation and serves on its educational policy committee. She plans to pursue a certificate of advanced study in Learning and Teaching. Eva Rachel Ostrum teaches 9th-grade civics and comparative government at the Jeremiah E. Burke High School in Dorchester. She sits on the School Site Council and the Burke Instructional Leadership Team. She has taught high school history and social studies at the Algonquin Regional High School in Northborough, Mass., and has also served as assistant director of proposal development at Boston University and assistant director of Undergraduate Admissions at Yale University. She has earned a master's degree in public policy from the Kennedy School of Government. She will seek a doctoral degree in Learning and Teaching.

Raytown Quality Schools R aytown Quality Schools are about education in every sense of the word. Academically and socially, the schools challenge students to live up to the promise of their expectations and provide the programs they need to succeed. The Raytown District has a tradition of community support. Residents have come to “expect the exceptional” in student and teacher performance, as well as the wide range of multiple academic programs and extra curricular activities serving all children. In November of 2000, the patrons passed a $47 million bond issue to install ground source energy so that all schools would be air conditioned and heated at a minimum cost, and to ensure state-of-the-art technology for all students. The Missouri State Board of Education and the Missouri Department of Elementary and Secondary Education awarded the Raytown Quality Schools the state’s highest accreditation – Accredited with Distinction. Eighty percent of the 2002 graduates indicated they were going to college or on to business/technical schools. The schools alumni are attending, in addition to the state schools in Missouri, include Boston College, Harvard University, Chicago University, and the Massachusetts Institute of Technology.

Report Addresses Electric Utility Restructuring Issues for Local Governments
The Department of Energy and the Urban Consortium Energy Task Force have issued a report that addresses electric utility restructuring issues of concern to local governments, such as the impact competitive forces can have on tax-based revenue streams. The report's four sections cover aggregation of customers under traditional franchise authority; a step-by-step approach for evaluating franchise powers; methods for soliciting alternative power suppliers; and the obstacles and benefits to using a community franchise to aggregate power customers. The report, "Community Franchise Study, An Option for Local Governments Facing the Challenge of Electric Industry Restructuring," reminds officials that local governments are important stakeholders and have significant power and authority to help move the restructuring process forward in a manner to benefit their customers. According to the report, "elected officials, planners and citizens need to develop a thorough understanding of the issues in order to participate in discussions in their states, and to position their communities for whatever markets might be created." Overview
During this two year project Western MassCOSH worked initially with the Cosmetology Department Roger L. Putnam Vocational School in Springfield to incorporate awareness and toxics use reduction training into the current curriculum for hair and nail care. Teachers and students were trained in identifying chemical hazards, choosing less toxic alternatives, and incorporating pollution prevention practices into daily practices. Building on the 1999-2000 Healthy Hair Campaign TURN project in Boston, this project continued to raise awareness about toxic chemicals in hair dyes, hair relaxers, permanents, hairsprays, bleaches, disinfectants, nail sculpting and manicuring products. End products consisted of a curriculum, reference materials, and a self-inspection checklist.
The second year of this project focused refining and expanding the training program to three additional schools and train additional Western MassCOSH staff. The goal was to raise awareness among cosmetology teachers and students, vocational safety and health staff, cosmetology professionals, and the Coalition for Occupational Safety and Health's staff of the hazards associated with hair and nail care and to provide tools to reduce those hazards. Western MassCOSH conducted a "train-the-trainer" program at three Vocational Cosmetology Departments. The training materials were presented at four statewide trainings of Health Officers and at the annual Vocational School Conference. They will also be used in the future to raise awareness among the Board of Cosmetology.

She is the editor of NCREL's Policy Briefs and has been studying charter schools since 1991. Strong supporters of charter schools include parents who have been given the opportunity to choose schools that they hope will benefit their children in specific ways. Indeed, just the opportunity to choose and to be involved in the school in a meaningful way is very important to these parents (parent interviews, Spring 1997). But parent satisfaction does not necessarily mean that children are receiving a better education in charter schools.(A discussion of the impact or likely impact of charters on school reform is included later in this publication.) What do researchers say about charter schools? At this stage, there have not been a significant number of substantive research studies finding increased student performance in charter schools. However, the experts agree that charter schools are a force to be reckoned with and are not likely to go away soon (Howard Fuller interview, February 6, 1997).

Mary Hibert Neuman directs the Math/Science project at the Annenberg Institute for School Reform , Brown University. Her responsibilities include designing and overseeing the professional development activities for secondary mathematics and science teachers as they examine restructuring efforts, update their content knowledge, develop integrated math/science investigations, and implement new teaching practices. Dr. Neuman has extensive experience teaching chemistry, biology, physical science, mathematics, and environmental science at the elementary, secondary, and university levels. 2001 STATUS REPORT: BOSTON MIDDLE SCHOOL DROPOUT NUMBERS SHOW SCANT IMPROVEMENT IN 2000-01
A review of Massachusetts Dept. of Education dropout data for the 2000-01 school year finds the following:
* In 2000-01, the number of students dropping out of Boston middle grades dropped by four students from 156 students in 1999-2000 to 152 students in 2000-01, still four times the number dropping out in 1995-96 and three times the number dropping out in 1996-97.
* The majority of Boston's 2000-01 middle grades dropouts, all of whom must be 16 to leave school, left school in sixth grade. In 1999-00, most of Boston's middle grades dropouts left school in seventh grade.
* African American students are overrepresented in the number of students droppping out of Boston's middle grades.
* Students who drop out of Boston's middle grades make up an increasing proportion of all middle grades dropouts in Massachusetts.
* Because these students are not included in dropout rates, official statistics are underreporting the district's dropouts.
The analysis that follows is based on data provided by Massachusetts DOE reports for Boston from 1992-93 to 2000-01.

Edmonton Christian Schools
and Red Deer Christian School in Alberta have become part of the public school system in a move that drastically reduces the cost to parents and yet allows the schools to maintain their identity. Alberta has been providing nonpublic schools with a stipend equal to 60 percent of the per-student allotment that public schools receive from the province. The new Alberta School Act allows public school districts to set up alternative schools based on educational philosophies, culture, language, subjects, or religions. The Christian schools in Edmonton and Red Deer negotiated with their public school boards to become alternative schools. The Christian schools have significant input into how the public school superintendent chooses their principals, who in turn hire the teachers. And the goals of the Christian schools remain in force. "Our vision statement is enshrined in our agreement with the public school system," says John E. Hull, chair of the board of Edmonton Christian Schools.

  • INCRE is the evaluator for the New Teacher Quality Initiative in the Boston Public Schools. The goal of this five-year project is to prepare non-traditional candidates for teaching positions in special education, bilingual education, mathematics and science. The partners in this federally funded initiative include the University of Massachusetts, Boston and Northeastern University.

    • Albany Free School The Free School is a process which must be experienced to be fully appreciated. The kids themselves make the choice to join us, after a week's visit (we do not leave that decision to parents alone) and since the changes they may want and need to make occur only over time and the space to discover for themselves who they really are, we ask parents for a commitment to allow their children to stay in the school for at least a year, so that the value we have for them can be fully realized.
