    FY 1999 Amherst, MA FY 1999 Fitchburg, MA FY 1998 Franklin County traveler information system. This project would establish one or more tourist information centers at rest areas. The information would be accessible through kiosks and maintained by Franklin County Chamber of Commerce. Total Traffic Operations Center A new Regional Traffic Operation Center (RTOC) is being constructed in South Boston at the Operation Control Center (OCC). The operation center will include eight stations that will assist patrol officers in incident management detection. Other responsibilities include, daily collection, surveillance, incident management, and other miscellaneous duties associated with a highway surveillance control center. Also being implemented is a Motorist Assistance Program that will provide road side assistance to motorists. The Massachusetts Institute of Technology is one of the national University Transportation Centers funded through the life time of TEA-21. MIT will participate in training the next generation of transportation professionals, while carrying out various research, development, education, and technology transfer activities.

    (August 1999) This Donrey Media-led group of newspapers surveyed the Arkansas FOI climate on three fronts: reporters not only visited government offices in each of the state's counties, but also requested information by mail (from county clerks) and e-mail (from universities).     The Department of Energy and the Urban Consortium Energy Task Force have issued a report that addresses electric utility restructuring issues of concern to local governments, such as the impact competitive forces can have on tax-based revenue streams. The report's four sections cover aggregation of customers under traditional franchise authority; a step-by-step approach for evaluating franchise powers; methods for soliciting alternative power suppliers; and the obstacles and benefits to using a community franchise to aggregate power customers. The report, "Community Franchise Study, An Option for Local Governments Facing the Challenge of Electric Industry Restructuring," reminds officials that local governments are important stakeholders and have significant power and authority to help move the restructuring process forward in a manner to benefit their customers. According to the report, "elected officials, planners and citizens need to develop a thorough understanding of the issues in order to participate in discussions in their states, and to position their communities for whatever markets might be created."     Renewable Energy Programs Will Utilize $100 Million From State Fund WESTBOROUGH, MA ( March 15, 2001 Renewable Energy $47 million in grants, loans and other support to promote green power, green buildings, and premium power; and 2) Waste-to-Energy a one-time $53 million grant program to help Massachusetts cities and towns reduce their costs for pollution control equipment at waste-to-energy plants. four solicitations seeking applications for funding to encourage the development of renewable energy technologies and the purchase of green power. Trust administrators said a number of additional solicitations for planning, design, construction and other grants will be issued over the next several weeks. The funding, the first phase of a continuing initiative, is budgeted until mid-2002 when additional programs for the renewable energy fund will be developed.     Federal Welfare Reform Imperils Big Cities, Says Study from Columbia's Social Work School
    Big cities are at a serious disadvantage under federal welfare reform and the resulting new, unbalanced federalism, according to a new study by Alfred J. Kahn and Sheila B. Kamerman of Columbia University's School of Social Work.
    The study found that, of the six big cities surveyed, no two were alike in coping with the demands of the new federal policies and revised programs. In every case, the state defined a city's mission and its taxing capacities. Some cities had a say in state actions and implementation plans; others did not. Where city and county concerns were ignored by states, efforts at job creation, child care provision, and mobilization of community supports faced major blockage or lack of resources.
    Funded by the Ford Foundation, the report, "Big Cities in the Welfare Transition" consists of six case studies (New York, Philadelphia, Baltimore, Cleveland, Boston and Los Angeles County) compiled by a roundtable of city-hall personnel, social welfare and health professionals, community development and urban experts, representatives of major national intergovernmental associations and others. The study was conducted during a two-year period following the 1996 enactment of legislation loosely defined as "welfare reform."
