  • ACS Level I Trauma Center with extensive helicopter support The General Surgery Residency Program conducted by the Department of Surgery of the University of Massachusetts Medical School, is accredited by the ACGME (Accreditation Council of Graduate Medical Education) and is authorized for forty-seven resident positions by the RRC. With six chief residents graduating each year, this rectangular program accepts six PGY1 categorical residents to begin general surgery training each July 1. Six residents are selected each year for comprehensive clinical training in preparation for a career in general surgery.     The Academy for Educational Development (AED) , in partnership with the National Association of State Directors of Special Education (NASDSE) , and the RMC Research Corporation have joined together to examine systemic educational reform and its effect on special education in two schools in Maryland and Massachusetts. Recent federal education law calls for systemic reform efforts across general and special education and the unification of general and special education systems.
    This three year descriptive study of the alignment of special education and general education reforms in CSRD-funded Title I Schoolwide Programs in Maryland and Massachusetts will increase the knowledge and understanding of reform in general.
    The Research
    • At the national level, the study will analyze questionnaires of all State Directors of Special Education, Coordinators of State Improvement Grants, and State CSRD Coordinators. The project will identify how selected CSRD model developers are including students with disabilities and their families and special education in their reform efforts.
    • At the state level, the project will work with Maryland and Massachusetts and conduct in-depth case studies on how reforms in State Improvement Grants, Special Education, and CSRD, are aligned with the state's general reform efforts.

    "When we issued the bonds that enabled construction of the Center to begin, we knew that Lowell General Hospital was looking towards a bright future. It is wonderful to see the results of the hard work of the hospital medical, financial and administrative staff, and to know that residents in Lowell and numerous surrounding communities will have access to the highest quality cancer treatment," stated Robert J. Ciolek, executive director of HEFA. HEFA issued $34.8 million in bonds in January 1997 which provided funds for the construction of the center, as well as refinancing $17 million in previously issued bonds. The strong financial position of the hospital resulted in a credit rating upgrade, so that the bonds were sold at very competitive rates to keep debt service costs low.

    Department Overview
    The Infirmary offers a broad range of primary and secondary ophthalmic services, such as eye exams, contact lens services, eyeglass exams, and cataract surgery. Primary adult ophthalmic care is provided for more than 20,000 patients each year through the Cataract Consultation and General Eye Service. Initial screening and diagnosis of many ophthalmic disorders, as well as pre- and post-operative management of cataract surgery patients, is provided by this service. If appropriate, patients are referred to other Infirmary ophthalmic subspecialty areas, such as retina, glaucoma, or cornea. The Infirmary also offers ophthalmic services in other subspecialties such as: pediatrics, vision rehabilitation, neuro-ophthalmology, eye pathology, ocular oncology, immunology, and ocular plastics.
    The Infirmary is the only facility in the country that provides genetic analysis of retinoblastoma. In addition, it provides an extensive array of services, including tertiary services. Substantially all of these services are provided as both inpatient and outpatient services. A summary of some of the main clinical services follows.     Department Overview
    Improved techniques in otolaryngology have occurred in the inpatient as well as the outpatient arena involving procedures such as skin grafts used in reconstructive surgery and neuro-otology - the combination of neurology and otology. In otolaryngology, the delivery of services can be particularly advantageous in a specialty facility. Otolaryngologists practicing at a general acute-care hospital must compete for time in the operating room against general surgeons and surgical subspecialists who often treat patients with more life-threatening conditions than those of the otolaryngologists. Consequently, the availability of the Infirmary's operating rooms, the specialized equipment it possesses to treat otolaryngologic cases, and the specialized expertise of its medical and professional support staff permit it to meet the ongoing demand for complex inpatient otolaryngologic cases. The Department of Otolaryngology provides primary, secondary and tertiary services. Initial screening and diagnosis of many otolaryngologic disorders are performed by the General ENT (Ear, Nose and Throat) Service.
