Pioneer Thought Marks State Education Trends
By Paul Dunphy, for the Boston Globe
Although most of the public in unaware of the public policy think tank called the Pioneer Institute, the institute's members and associates have come to dominate a key part of education policy in Massachusetts. One might say they have a potential monopoly of sorts. Four of the nine members of the state Board of Education, including the chairman, are directly affiliated with the Pioneer Institute as either board members or as advisers. A fifth board member has collaborated with the institute on a number of talks and forums and served as a judge for its "better government" competition. Another prominent figure associated with Pioneer, James F. Carlin, is the outgoing chairman of the state Board of Higher Education. Why should one care if people affiliated with Pioneer have an unusually strong influence in education policy? Because in the ongoing debate between public education vs. privatization, Pioneer has a stake; it favors privatization, and that worries proponents of public education. "The difficulty right now is that the people in charge of the public schools are the same ones who have been saying for the last three or four years that the system ... should be replaced by some vague combination of charter schools and vouchers," says Jack Rennie, president of the Massachusetts Business Education Alliance and one of the architects of the Education Reform Act of 1993.
