BOSTON - A little-noticed provision in a new federal education law is requiring high schools to hand over to military recruiters some key information about its juniors and seniors:
name, address and phone number.
The Pentagon says the information will help it recruit young people to defend their country. But the new law disturbs parents and administrators in some liberal communities that aren't exactly gung-ho about the armed forces.
Some say the law violates students' privacy and creates a moral dilemma over the military's ''don't ask, don't tell'' policy on gays.
''I find it appalling that the school is sending out letters to do the job of the military,'' said Amy Lang, the parent of a student at Cambridge Rindge and Latin School , where Coke was once banned in a protest against the soda giant's investments in apartheid South Africa . ''It's clearly an invasion of my daughter's privacy.''
The No Child Left Behind law, signed last January, pumps billions into education but also gives military recruiters access to the names, addresses and phone numbers of students in 22,000 schools. The law also says that schools must give the military the same access to their campuses that businesses and college recruiters enjoy.

The MMR's Unified Environmental Planning Office failed to develop a pollution prevention program.

A controversial office that was supposed to coordinate environmental programs at the Massachusetts Military Reservation and act as a liaison between the military and the community is closing its doors.
The Unified Environmental Planning Office, headed by retired Air National Guard Col. Ernest Keating, was formed in 1989 by a consent decree signed by U.S. Dist. Judge Walter J. Skinner.
Under the decree, the office was to orchestrate environmental planning among the many military units at the base, conduct an environmental evaluation, develop a long-term master plan for the base, and receive and respond to complaints and inquiries from the public.
A six-part investigative series published by the Times in January reported the office had failed to achieve all but one of the goals Skinner set out in the consent decree. As a result, military activities continued to pollute the 22,000-acre base.
ERNEST KEATING
The functions required under the consent decree will be assumed by the Joint Program Office, established at the base by the Department of Defense a few weeks ago. Legal technicalities have to be figured out before the transfer becomes official, but it is expected to be completed by Tuesday. Keating's office will not close until the transfer is complete.

    "Making Schools Safe" Means "Refashioning Values" in Massachusetts
    The following is a transcript of an audiotape, "The Homosexual Agenda in Massachusetts Schools," courtesy of Parents' Rights Coalition, P.O. Box 175, Newton, Mass. The two speakers on this portion of the tape are Michael Chuisano and Brian Camenker, the parents' rights activist who was interviewed in our last Bulletin issue. The two men describe school programs which devalue sexual self-restraint, tradition, and the authority of adults mentors in the teenager's life in favor of an inner-directed decision-making process. At the same time, most such programs encourage children to test out a broad range of sexual options, and to base their judgments about those options on a combination of health considerations and personal feelings. Such programs are typically introduced as essential for making schools safe. (To order copies of this tape, which also feature ex-gay Anthony Falzarano and researcher Brian Burt, call 781-433-7106.)

    WASHINGTON - A little-noticed provision in a new federal education law requires high schools to provide names, addresses, and phone numbers of students to military recruiters. Schools that refuse to comply face losing federal education funding under the Elementary and Secondary Education Act. We opposed it primarily on privacy grounds, that students or parents should be able to control access to directory information, such as names, addresses, ages. That information shouldn't be sent out to military recruiters unless parents want it sent out.

    Andrew Slocum is a 39-year-old, snowboarding, high-school dropout who signs off e-mail messages with phrases like, "way cool, dude." But he is no middle-aged slacker. He's also the recipient of three mechanical engineering degrees from the Massachusetts Institute of Technology, including a doctorate. He has taught at MIT since 1986 and is currently a full professor and a MacVicar Faculty Fellow. magazine to the year's 100 most technologically significant innovations.
