New Program to Provide Nursing Scholarships for Residents in Region According to a recent study by the Massachusetts Hospital Association and the Massachusetts Organization of Nurse Executives, the state is experiencing a 10 percent vacancy rate, the highest in almost 14 years. This shortage is projected to reach 29 percent by 2020. Compounding the problem, enrollment in the state nursing schools offering bachelor degrees dropped 56 percent between 1994 and 1998 to 943 applicants. The state nursing shortage mirrors a national shortfall of nurses now estimated at 126,000 in hospitals alone. According to the Bureau of Labor Statistics, unless action is taken quickly, the national shortage of registered nurses in all health care facilities could triple to more than 400,000 by 2020. Massachusetts' nursing shortage also has major ramifications for the economic health of the state where the health care industry comprises the majority of the state's workforce. Roughly one job in seven is in the health care industry and 20 percent of the jobs are in the medical and research professions. "With the health care industry making up the largest part of the Massachusetts workforce, we are eager to work with other health institutions to find ways to attract and recruit more candidates to join this vital profession," said Eileen Sporing, M.S.N., R.N., senior vice president for Patient Care and Chief Nursing Officer at Children's Hospital.

Two general interest articles on indoor air quality (IAQ) have recently appeared on the World Wide Web (WWW). Both of these articles deserve a look from those with an interest in this topic. "Invisible Enemies: Indoor air pollution is here, there, everywhere," by Michael Sims, appears on the WeeklyWire, Nashville Scene WWW site. This eight-page (print equivalent) article emphasizes radon as an indoor pollutant and focuses on residences and schools, with some discussion of other indoor air quality (IAQ) concerns and general workplaces. Although a focus on radon may seem limiting, the issues raised by radon in building environments mirror those presented by other pollutants. Tom Hatfield, with the Metro Nashville school system, puts IAQ management in perspective: "We find new things every day." Sims provides an interesting discussion of "The Planning Stage," which reinforces the Florida Design Initiative's quest for "best practices." Steve Hays, a chemical engineer with the AEC firm of Hays Gobbell Partners, Inc., is right on target in the following quote: "The problem we face as designers is that most owners are not interested in worrying about such things. It's a matter of us trying to educate people." Hays further notes that developing a solution to indoor pollution (specifically radon) is usually fairly simple "as long as it is planned from the beginning of the design process." Intriguingly, commissioning is noted as a means of improving indoor air quality.

    AG REILLY FILES CIVIL RIGHTS COMPLAINT AGAINST MONSON TEEN FOR ALLEGED RACIAL THREATS IN SCHOOL
    BOSTON Attorney General Tom Reilly's Office today filed a civil rights complaint against a 13-year-old Monson boy who allegedly threatened and intimidated a 12-year-old black girl in her middle school. The case underscores the importance of prevention efforts under way in AG Reilly's Office to help teachers and administrators promote civil rights in the schools. AG Reilly's Civil Rights Division filed the complaint in Hampden Superior Court in Springfield against the white juvenile for allegedly writing and taping a racially-charged note inside the 7th-grade girl's locker in September at the Monson Junior/Senior High School. "This type of terrorism will not be tolerated in Massachusetts schools," AG Reilly said. "Students should feel that they can safely attend school without fear of racial harassment and intimidation by other students. We are working with schools to prevent and respond to hate crimes. But when these serious incidents happen, we will take action against any student who targets a fellow classmate because of race." AG Reilly also is seeking a preliminary injunction to protect the victim from physical violence, threats, intimidation, or coercion on the basis of race or color. A violation of the injunction, if granted, would constitute a criminal offense, punishable by a maximum 10-year state prison term, if physical injury resulted.

    Beginning almost immediately after the Revolutionary War, seafarers on clipper and whaling ships sailing from such Massachusetts ports as Salem and New Bedford traveled to Japan and brought back not only valuable cargo including tea, silk, lacquer ware and precious metals, but equally valuable tales of the exotic East. Soon, these merchants were joined by serious scholars, art collectors, diplomats, and businessmen all eager to study Japan and its people. Thus, Massachusetts became one of the earliest states in the fledgling nation to establish extensive ties with Japan. Today, these ties are reflected in the high level of Japanese studies in some of Massachusetts' finest colleges and universities, extensive collections of Japanese arts and crafts in a number of her museums, and the strong economic relations with Japan. On the cultural front, the Boston Museum of Fine Arts is said to have one of the world's finest Japanese collections of Japanese including ukiyo-e and religious works, while the Children's Museum has a very strong Japan program, including its long-standing multimedia "Teen Tokyo" exhibit and the reconstructed "Kyo no Machiya," a traditional Kyoto town house. The Peabody Museum in Salem has a large collection of artifacts used in daily life in 19th-century Japan.
