Reforms in Preservice Preparation Programs and Teacher Certification Standards
Just as states, districts, and educational associations are beginning to rethink professional development strategies to support school improvement, they are also trying to reform preservice preparation programs and teacher certification standards. They have been exploring better ways to prepare new teachers, certify experienced teachers, and provide ongoing professional development to practicing educators. Many organizations-including schools, universities, and national educator groups-have created professional development schools that fit the continuing needs of teachers, from their preservice period to after many years of practice. In addition, educators, professional organizations, private foundations, and others have established a National Board for Professional Teaching Standards that can certify and recognize exceptional, experienced teachers.
Professional Development Schools
The professional development school framework encourages simultaneous restructuring of K-12 schools and colleges of education. Professional development schools provide clinical settings that prepare novice teachers to succeed in real schools and communities. Like medical students who serve an internship in hospitals, novice teachers learn to apply their coursework to the everyday challenges of actual teaching. The schools also provide ongoing professional development for experienced teachers and university faculty.

UNIVERSITY OF MASSACHUSETTS TEACHER EDUCATION COORDINATING COUNCIL DIVISION OF CONTINUING EDUCATION POSTBACCALAUREATE ADMISSION TO TEACHER CERTIFICATION General Information Postbaccalaureate Teacher Certification admissions through the Division of Continuing Education offers experienced, nontraditional students who already hold a Bachelor’s degree in the arts and sciences the opportunity to pursue initial Teacher Certification in Massachusetts. Through enrolling in a teacher education program in the School of Education, or in other associated University academic departments, in cooperation with the Division of Continuing Education, postbaccalaureate teacher certification is specifically designed for those individuals who do not want to undertake a graduate degree or second bachelor’s degree program while completing the requirements for initial teacher certification. Accepted Postbaccalaureate candidates may enroll in regular University day courses on a space available basis or evening section courses established through Continuing Education. The Division of Continuing Education does not define course requirements or directly enter into student teaching placements. These functions are the responsibility of the individual teacher education program into which a student has been admitted. Most teacher preparation programs require a minimum two-semester commitment. Some programs may have prerequisite requirements which must be completed prior to formal admission to the program. STEP highly recommends that applicants take and pass the Communication and Literacy Test before admission. In such cases, individuals may be granted Provisional Post-baccalaureate status to allow them to enroll in those prerequisite courses.

Conclusions and Recommendations
The Ad Hoc Committee was formed in the summer of 1998 out of concern that important decisions were being based on the Massachusetts Teacher Tests (MTT) scores before any reasonable evidence had been produced concerning their reliability and validity. Since the DOE and NES have not made available any documentation on the reliability and validity of the MTT, in clear violation of professional standards concerning testing, and despite repeated requests for such documentation, the Ad Hoc Committee set out to study the technical merits of the new tests. Our original idea was compare individuals' scores on the MTT with scores on post-collegiate tests (such as the Praxis and the GRE) on which technical documentation is available. Toward this end we invited people to send us score reports on both the MTT and other tests.
We used these results to estimate the error of measurement in MTT scores. We found that MTT scores contain unusually high levels of measurement errorwith an error of measurement on the new tests in the range of 9 to 17 points. We estimate that MTT Reading and Writing test scores contain two to three times the degree of error as well-developed tests.
Next, we compared pass and failure rates on the April and July administrations to consider the rates of misclassification on the MTT. Using both our test-retest sample, and a much larger sample of data reported on the DOE web site, we found that the MTT tests have very high rates of misclassificationas indicated by the fact that among those who "failed" either the MTT reading or writing test in April, more than 50% "passed" the test in July. Evidence suggests also that a fair number of people who "passed" the MTT did so simply because of error in the tests.

BC Candidates Among Best at Passing Massachusetts Teacher Test
Nearly four out of every five Boston College candidates scored a passing grade on the Massachusetts teacher tests given in April. The BC success rate on the exams was one of the highest of any college or university in the state. Results released by the state Department of Education on July 23 indicated 79.1 percent of 110 Boston College candidates passed the teacher certification exams given on April 4. Boston College's pass rate was surpassed by only three schools, each of which had a relatively small number of candidates taking the tests. The Harvard Graduate School of Education, with seven candidates, and Wellesley College, with five, each had a perfect pass rate of 100 percent. Tufts University, with 16 candidates, had a pass rate of 81.3 percent. The BC success rate on the teacher tests compared well to those of other schools with comparably sized education programs. By comparison, Boston University, with 67 candidates, had a pass rate of 65.7 percent; the University of Massachusetts at Amherst, with 129 candidates, a pass rate of 55 percent, and Bridgewater State College, with 146 candidates, a pass rate of 32.9 percent. But an administrator at the Boston College School of Education said the reliability of the new state teacher exams remains unclear, and that more information about the tests themselves is needed before the results can be meaninfully interpreted.

Many professions for which students prepare in the School of Education require certification by the state, commonwealth, or district in which students wish to practice. Faculty advisors are prepared to assist students in planning a program. However, appropriate course selection to meet these certification standards, and any additional Massachusetts Department of Education requirements, must remain the responsibility of the student. For each program offered leading to a specific level of certification in Massachusetts, a specific sequence of courses is required. A description of each sequence and information about current requirements are available in the office of the appropriate department chairman. Students completing a Massachusetts-approved teacher certification program may also be eligible for certification in other states through reciprocal agreements with individual states and networks. The regulations require that candidates for provisional certification with "advanced standing" complete "a bachelor's degree based on a major in the Humanities, Fine Arts, Social Sciences, Mathematics, Sciences, or any combination thereof (i.e., an interdisciplinary major), providing in-depth study of theoretical knowledge. . . ." Each teacher preparation program offered in the School of Education provides a sequence to meet this provision. A second option through which the School of Education student may address this requirement is the dual degree (BS/BA) program

The Program
The Undergraduate Teacher Education Program offers a four-semester sequence of education courses and field work, which meet the requirements for state certification at the early childhood (N-3), elementary (1-6), middle (5-9), and secondary (9-12) levels. To receive a "Provisional Educator Certificate of Eligibility with Advanced Standing,"students must
  • complete an undergraduate major in one of the liberal arts or sciences;
  • complete the Undergraduate Teacher Education Program;
  • pass the Massachusetts Educator Certification Tests in Communication and Literacy Skills and in the subject area appropriate to the certification sought.
The Provisional Educator Certificate of Eligibility with Advanced Standing qualifies one for employment as a teacher for a period of five years. The next step, full or "Standard" certification is achieved through completion of a master's degree program or an equivalent program sponsored by the district in which one is employed. The Standard certification is currently renewable every five years. The Undergraduate Teacher Education Program emphasizes a broad understanding of education and schools in their social contexts; an appreciation of racial, cultural, developmental, and other kinds of diversity; and a commitment to the effective teaching of students with a variety of learning styles. In addition to receiving rigorous preparation in subject-matter fields, students develop their ability to apply pedagogical theory to practice and to reflect on teaching practice in the light of theory. Students also address the general range of issues that define the particular opportunities and challenges offered by urban schools and their students.

    The Massachusetts Department of Education developed new regulations concerning teacher certification effective October 1, 1994. In order to be certified, students must have a liberal arts undergraduate major (the college will evaluate transcripts to determine if the degree may be considered liberal arts). If the undergraduate degree is not in a liberal arts/science major, the student must complete the necessary coursework to achieve equivalency. For certification in music, movement arts, or in a particular area for teaching in the middle or secondary schools, the appropriate liberal arts major in that specific subject is also required. Certification than takes place in a multi-tier process. Initial License prepared the student to handle the control and educational aspects of the classroom. June 27, 1998, Saturday, City Edition A sampling of other states with teacher certification tests shows their failure rates are typically in the 20 to 35 percent range, compared to Massachusetts' 44 percent, but most states say their failure rates were higher when the testing began.
    Teacher testing specialists in several states said new exams tend to elicit high failure rates, and that pass rates almost always improve over time as students and teacher educators programs become more familiar with the exams.
    In Connecticut, which many in education consider to have one of the nation's toughest teacher certification exams, more than 30 percent of first-time test-takers routinely fail, according to state officials, and 15 percent fail on a second try. Officials from Connecticut and Delaware, which routinely has a 33 percent failure rate, said their failure rates were higher when they began testing teachers in the 1980s, although exact figures were not available.
    In Texas, results for the state's newer tests in specific subject areas varied from 47 percent failing the journalism test, to 19 percent failing biology and 21 percent failing secondary English in 1996-97. Sixteen percent of 14,000 prospective teachers failed the exam on teaching technique, a test Massachusetts does not offer.
