Results for Selected Student Populations
Because the dropout rate varies among specific student populations, examining the rate for specific populations is important in developing and targeting dropout prevention efforts. The data collected allow for an analysis by grade level, gender, race/ethnicity, and certain types of schools.
Grade
  • Students in grade eleven dropped out at a higher rate than did students in other grades. The 1999-00 dropout rate for eleventh-graders was 3.9 percent, followed by 3.7 percent for tenth-graders, and 3.1 percent for ninth and twelfth-graders. Each grade level has neither consistently decreased nor increased, but instead has fluctuated slightly from year to year.

Returned Dropouts
Of all students who dropped out during the 2000-01 reporting year, 14.6 percent returned to school by October 1, 2001. These students are referred to as returned dropouts. This percentage is lower than it was the prior year, when 15.4 percent of all dropouts returned to school.
  • The percentage of returned dropouts varied by school. Of the 331 schools that had any of the grades nine through twelve and had dropouts during the 2000-01 reporting year, a majority (76 percent) had 20 percent or less of their dropouts re-enroll in school.

A Brief Overview
Greater New Bedford Regional Vocational Technical High School is a public, four-year vocational / technical high school for young men and women. With an enrollment of more than 1,800 students, GNB Voc-Tech is one of the largest vocational-technical high schools in Massachusetts. It serves the communities of New Bedford Dartmouth and Fairhaven , Massachusetts. One of the first vocational schools in the country, its roots date back nearly a century, to the creation of the New Bedford Independent Industrial School in 1908. When it opened in 1909, the school served only 59 students, all from New Bedford. Over the years, the school built a reputation for excellence by providing quality vocational and academic programs. In 1918, its name was changed to New Bedford Vocational School. In 1946, it became New Bedford Vocational High School. In 1955, it became the first vocational high school to be accredited by the New England Association of Schools and Colleges In 1972, voters in New Bedford, Dartmouth and Fairhaven approved the establishment of a regional vocational school district and construction of a regional vocational school. In 1977, Greater New Bedford Regional Vocational Technical High School was opened.

To Recruit Teachers, Voc-Tech Schools Seek Pension Change
NEW BEDFORD – Allen T. Vaughan says teachers shouldn’t have to lose retirement benefits in order to teach at a vocational technical school. But, he says, that’s often the case. “It’s a real problem,” says Mr. Vaughan, Cooperative Education Coordinator at Greater New Bedford Regional Vocational Technical High School. “To become certified to teach a trade at a voc-tech school, teachers first need work experience. In most cases, it’s six years. During that time, they put money into the Social Security system. If they take a job in a public school system after that, they lose many of those benefits. This puts voc-tech schools at a real disadvantage in trying to attract new teachers. And it’s just not fair.” Because of the work experience requirements, teachers at voc-tech high schools tend to be older than at other schools, says Mr. Vaughan. Most begin teaching after the age of 38 and are not able to attain enough service time to earn a livable pension, he says. “We don’t think it’s fair to require someone to attain years of service in the private sector, and then punish them for meeting the requirement,” he said.
