4. Judging Texas Schools TAAS
Today's front-page headline read "HISD sophomores post gains on TAAS". TAAS, the Texas Assessment of Academic Skills, measures mastery of the statewide curriculum in reading and mathematics at grades 3 through 8 and the exit level; in writing in grades 4, 8, and the exit level; and in science and social studies at grade 8. Passing of the exit level test, given first in 10th grade, is a pre-requisite for graduation. It's one of the bases for the claims that the Texas educational system is improving. Austin High School this year has the highest passing rate of all regular (non-magnet) HISD schools 87% passed all three exams reading, writing, and math. Bellaire High School had the second highest passing rate of 85%. At first glance this sounds like a phenomenal success. Austin is a large high school in the barrios, 96% Hispanic. Do the tests really show that Austin High School has the highest percentage of students who have mastered the curriculum, even beating out Bellaire that sometimes leads the nation in National Merit Finalists? The scores come out in the paper like sports stats. Davis and Milby tied at 67. Sharpstown 61 Lee 59. TAAS is a high-stakes game that drives Texas education, and Austin has really learned to play the game. That's what these scores tell us. In fact, the paper quoted Olivia Castillo, an Austin student complaining, 'In every single class we have, we have to do TAAS'.

Contribute a comment to this article Read others' comments on this article Read and contribute to other spotlight articles Suggest an article for a future spotlight by contacting Paul Hickman Making the Most of Every Minute As we return to another year of teaching, we have so much to do and plan for and arrange it's almost too difficult and time consuming to think about what we'll teach and how we'll teach it. It's easy to feel full of hope and excitement as the school year begins but the challenge is how to sustain change in our practice without much support and too little time to teach. I teach halfday kindergarten, where the time issue is especially difficult. What follows is a description of my situation and philosophy and some suggestions for how to fit everything in. I teach in a K-5 elementary school of about 600 students. The students are 40% Hispanic, 50% white, 5% Native American and 5% Afro-American. Our population is 65% below the poverty level who receive free and reduced priced lunch. We are located on an Air Force base and receive about 1/2 of our population from it and the other half of our population comes from the surrounding area. Our classes are 2 hours and 45 minutes of the 6.5-hour school day. The day is fast and frantic with very little time for planning or preparation. Much of the planning and preparation happens before or after school.

    It seemed as if just about everyone in town was getting ready for the Pet Talent Show-everyone, that is , except for Emma the Bear. Harry was training his goldfish to dance on his tail. Jocko's little white mouse was learning to juggle peanuts. And, all day long, Zelda's canaries practiced chirping "Row, Row, Row Your Boat." Emma felt left out. "I'm tired of sitting and watching everyone get ready for the talent show," Emma told her dog Sandy. "I wish we could be in the show too. There must be something we can do." Sandy barked in agreement. He picked up a hoop that was in the garage and brought it to Emma. Emma took the hoop and hugged Sandy."You're a smart dog!" she said. "I'll borrow some more hoops, and we'll put on a dog act. You'll be the star, Sandy. I know some tricks we can do. There's just one problem. We'll need some more dogs." Picture 2
