History Independent from France in 1960, Mauritania annexed the southern third of the former Spanish Sahara (now Western Sahara) in 1976, but relinquished it after three years of raids by the Polisario guerrilla front seeking independence for the territory. Opposition parties were legalized and a new constitution approved in 1991. Two multiparty presidential elections since then were widely seen as flawed, but October 2001 legislative and municipal elections were generally free and open. Mauritania remains, in reality, a one-party state. The country continues to experience ethnic tensions between its black minority population and the dominant Maur (Arab-Berber) populace. [English] [French] Global Surveillance of HIV/AIDS and sexually transmitted infections (STIs) is a joint effort of WHO and UNAIDS. The UNAIDS/WHO Working Group on Global HIV/AIDS and STI Surveillance, initiated in November 1996, guides respective activities. The primary objective of the working group is to strengthen national, regional and global structures and networks for improved monitoring and surveillance of HIV/AIDS and STIs. For this purpose, the working group collaborates closely with national AIDS programmes and a number of national and international experts and institutions. The goal of this collaboration is to compile the best information available and to improve the quality of data needed for informed decision-making and planning at national, regional and global levels. The Epidemiological Fact Sheets are one of the products of this close and fruitful collaboration across the globe.

A History of Decentralization
Decentralization has, not only an administrative value, but also a civic dimension, since it increases the opportunities for citizens to take interest in public affairs; it makes them get accustomed to using freedom. And from the accumulation of these local, active, persnickety freedoms, is born the most efficient counterweight against the claims of the central government, even if it were supported by an impersonal, collective will.
I. Introduction
Decentralization policies are part of vigorous initiatives to support rural development. In its most basic definition, decentralization is the transfer of part of the powers of the central government to regional or local authorities. Centralization is in response to the need for national unity, whereas decentralization is in response to demands for diversity. Both forms of administration coexist in different political systems. There seems to be a consensus since the 1980s that too much centralization or absolute local autonomy are both harmful and that it is necessary to put in place a better system of collaboration between the national, regional and local centers of decision-making. The renewed interest in this type of structure of the state that decentralization is, comes from the recognition that less centralized decision-making would make national public institutions more effective, and that it would make local governments and civil society more competent in the management of their own affairs. Annual Report Annual Report Tunis, regional delegation (Algeria, Libya, Mauritania, Morocco/Western Sahara, Tunisia) The Tunis regional delegation continued to focus on the humanitarian issues arising from the aftermath of the Western Sahara conflict and the pursuit of attempts to resume protection activities in Algeria.
The delegation stepped up efforts to improve the operational capacity and visibility of the region's National Societies. In particular, it helped them to develop dissemination activities to improve understanding in the Maghreb region of the ICRC, the International Red Cross and Red Crescent Movement and humanitarian law. Regular contact was maintained with the region's media to promote coverage of the activities of the International Red Cross and Red Crescent Movement, and notable success was achieved in having information placed in the Moroccan and Tunisian press. The delegation gave special attention to promoting the ICRC's anti-landmine campaign.
A delegate from the regional delegation carried out ad hoc missions to Mauritania to maintain contact with the government and the Mauritanian Red Crescent on various dissemination matters. In addition, through various contacts, the delegate was briefed on the situation of refugees from northern Mali living in south-eastern Mauritania, with a view to supporting the ICRC's operation based in Bamako [9].

As regards the implementation of humanitarian law in the region, the ICRC pursued its efforts to make governments aware of the need to take the relevant legislative measures.
Sustained efforts were made to promote knowledge of humanitarian law and the International Red Cross and Red Crescent Movement in the countries of North Africa, in particular among the armed forces and in schools and universities.
Close contacts were maintained with the region's National Red Crescent Societies, in particular in the areas of dissemination of humanitarian law, the training of their members and volunteers and the development of their operational capacity.
Algeria: representations
In 1998 Algeria was once again the scene of extreme violence, which left thousands of civilians dead or wounded. This was a cause of grave concern for the ICRC, whose role is to protect and assist the victims of such situations.
On 23 February the ICRC sent the Algerian authorities a diplomatic note informing them of its readiness to take action in several domains (visits to detainees held in connection with the violence, dissemination of humanitarian law and support for the activities of the Algerian Red Crescent in aid of the victims). The note also proposed that the ICRC Director of Operations should visit Algiers for discussions.
