AGOA Forum Opens in Mauritius With Civil Society Meeting
Amb. Perry delivers keynote to NGO leaders By Jim Fisher-Thompson
Washington File Staff Writer Phoenix, Mauritius The second annual U.S. Sub-Saharan African Trade and Economic Cooperation Forum (also called the AGOA Forum) got under way January 13 with a call by Ambassador Robert Perry for leaders of non-governmental organizations (NGOs) to "play a vital role in demanding transparency in government regulations that will provide the predictability that investors seek" before they risk their capital. The recently retired U.S. Deputy Assistant Secretary of State for African Affairs spoke to representatives of more than 200 international NGOs at the modernistic Indira Ghandhi Center for Indian Culture. Sixty-eight percent of the island's population is of Indo-Mauritian descent and the Indian government is providing $100 million to help Mauritius develop its information and communications technology sector. The gathering of civil society leaders was sponsored by the African Union, the Mauritius Council of Social Service (MACOSS) and several U.S. NGOs, including the African American Institute, Bread for the World and the American Bar Association.

Port Louis Speech by Minister Jaya Krishna Cuttaree, Minister of Industry and International Trade of Mauritius, delivered at the opening session of the Private Sector Session of the AGOA Forum. It gives me great pleasure today to welcome you to Mauritius and to this 2nd AGOA Forum Private Sector Session. I would like to congratulate the Coordinating Committee for the rich and wide-ranging program of workshops that face you all in the days to come. The AGOA is a fantastic opportunity, both for Africa and America. For me the keyword in this legislation is opportunity. It’s up to us to seize those opportunities. Entrepreneurs from both continents will uncover new business opportunities and will significantly contribute to the development of regions and countries in Africa. Increased trade and investment will increase income and reduce poverty, consolidate democracy and contribute to the development of Africa.

More than half the cultivated land is planted with sugarcane; sugar and molasses are major exports. Other crops include tea, peanuts, tobacco, and vegetables. Manufactures include refined sugar and sugar by-products, fertilizers, beverages, electronic components, and leather goods. The clothing and textile industry boomed during the 1980s, and tourism is increasingly important. The currency of Mauritius is the Mauritian rupee. The industrial sector accounts for approximately one-quarter of the GDP but employs two-fifths of the work force. There has been a steady increase in manufacturing. The Mauritius Export Processing Zone, which concentrates on labour-intensive processing of imported raw materials or semifinished goods for the export market, has successfully attracted foreign investment. Economically important manufactures include textiles, electronics, plastic and leather goods, and synthetic gemstones. Electricity is largely generated from imported petroleum. Services account for more than half of the GDP and employ two-fifths of the population. Significant growth in the tourism industry during the 1970s has made tourism a major earner of foreign exchange. An offshore banking facility began operations in 1989. Since independence in 1968, Mauritius has developed from a low-income, agriculturally based economy to a middle-income diversified economy with growing industrial, financial, and tourist sectors. For most of the period, annual growth has been in the order of 5% to 6%. This remarkable achievement has been reflected in increased life expectancy, lowered infant mortality, and a much-improved infrastructure. Sugarcane is grown on about 90% of the cultivated land area and accounts for 25% of export earnings. The government's development strategy centers on foreign investment. Mauritius has attracted more than 9,000 offshore entities, many aimed at commerce in India and South Africa, and investment in the banking sector alone has reached over $1 billion. Economic performance since 1991 has continued strong with solid growth and low unemployment.
