Government: Patterned on British system; political party with majority support in National Assembly chooses prime minister, who selects cabinet. National Assembly has elected representatives from twenty three-member constituencies and one two-member district on Rodrigues. Also eight seats for "best losers": two each for Hindus, Muslims, Chinese, and general population. Mauritius became republic in 1992; president appointed by prime minister and approved by assembly has titular function. Supreme Court heads judicial system, based on Napoleonic Code and English common law. Local government not specified in 1968 constitution, but all councils elected. Politics: Numerous political parties of which government consists of coalition of Militant Socialist Movement (MSM), Mauritian Militant Movement (MMM), and several others; opposition led by Mauritian Labor Party (MLP) and Mauritian Social Democratic Party (PMSD). Foreign Relations: Member of Commonwealth of Nations; has particularly strong relations with Britain, France, India, and, since 1990, South Africa. Mauritius supports Indian Ocean Zone of Peace; has tension with France over claim to Tromelin Island, 550 kilometers northwest. Some strain in relations with United States because of United States base on Diego Garcia Island. Growing trade relations with Hong Kong, Japan, and China. Member of Organization of African Unity.

Structure of Government
The 1968 constitution proclaims that Mauritius is a "democratic state" and that the constitution is the supreme law of the land. It guarantees the fundamental rights and freedoms of the people, including the right to hold private property and to be free from racial or other discrimination. Fundamental rights can only be suspended during wars or states of emergency, which must be duly declared by the parliament and reviewed every six months. The political structure is patterned to a large extent on the British system. As in Britain, the political party that can gain support from a majority in parliament chooses the prime minister, who, along with the cabinet, wields political power. The constitution also provides for three important commissionsthe Judicial and Legal Service Commission, the Public Services Commission, and the Police Service Commissionas well as an ombudsman. The commissions oversee the appointment of government officials; the ombudsman investigates official misconduct. The country's legal system is based on the Napoleonic Code and English common law. The Supreme Court heads the judicial system and has the power to interpret the constitution and to judge the constitutionality of legislation brought to its attention. Appointed by the prime minister and president, the chief justice helps select five other judges on the court. The Supreme Court also serves as the Court of Criminal Appeal and the Court of Civil Appeal. Mauritius continues to refer legal and constitutional matters of undeterminable jurisdiction to Britain's Privy Council. Lower courts having original jurisdiction over various kinds of cases include the Intermediate Court, the Industrial Court, and ten district courts.

February 12, 2003 COUNTRY DESCRIPTION: The Republic of Mauritius is an island nation in the southwestern Indian Ocean with a stable government and growing economy. Facilities for tourism are well developed. English, French, and Creole are spoken; English and French are common in the main towns and tourist areas but may not be understood in outlying villages. The capital city is Port Louis. ENTRY REQUIREMENTS: A valid passport, onward/return ticket, and proof of sufficient funds are required. Visas are issued at the point of entry. The airport departure tax is included in the price of a plane ticket. Travelers coming from yellow-fever-infected areas may be asked to present a yellow fever vaccination certificate. Travelers should obtain the latest information and details from the Embassy of Mauritius, 4301 Connecticut Avenue, N.W., Suite 441, Washington, D.C. 20008; telephone (202) 244-1491/2, or the Honorary Consulate in Los Angeles, telephone (310) 557-2009. Overseas, inquiries may be made at the nearest Mauritian embassy or consulate.

by Jan Oskar Engene , 19 Aug 1996 Mauritius has an unusual naval ensign of several unequal red, white and blue stripes. In the middle white panel is set a red anchor with a green cable and a five-pointed white star outlined in yellow on top. The anchor has two bars on the lower right side. If you cover the extensions on the bottom of the anchor, a key will appear. This is a reference to the motto found on Mauritius’ coat of arms: ’Stella Clavisque Maris Indici’ or ’The star and the key of the Indian Ocean’. Both the key and the star are also found in the coat of arms. Mauritius introduced the naval ensign in April 1974. It has the unusual proportions of 26:57. Source: ’New Flags’

    is a Parliamentary Democracy. Democratic multiparty activity elects a President, Vice President and a National Assembly with 66 seats. The President appoints a Prime Minister and Deputy Prime Minister. There is also a judicial branch. Independence: March 12, 1968 (from the United Kingdom).

    President.
    Cassam Uteem became president of the Republic of Mauritius in July, 1992. Since September 1990, Mr. Uteem was minister of industry and industrial technology. He has also served as minister of social security and national solidarity. He has been a member of the Legislative Assembly since 1976. Cassam Uteem was born on March 22, 1941. He attended Royal College of Port Louis and the University of Mauritius. He went to France, studying social services and psychology, and earned his masters degree in psychology. After returning to Mauritius, he served as municipal councilor for Port Louis from 1977 to 1982 and from 1986 to 1988. He became Lord Mayor of Port Louis in 1986.

    A new government in Mauritius
    The Opposition alliance of the Mouvement of Socialiste Mauricien and the Mouvement Militant Mauricien registers a landslide victory in the elections in Mauritius. JOHN CHERIAN THE change of government in Mauritius seems to have gone somewhat unnoticed in the rest of the world. The end of the Cold War and the end of ideology in Mauritian politics are factors responsible for the fading international interest in the Island countr y. In the 1970s, when Paul Berenger arrived with his Mouvement Militant Mauricien (MMM) and a radical brand of politics, he was viewed with suspicion in the West. He was a Leftist, who demanded, among other things, the return of Diego Garcia to Mauritius . Dirty tricks were used to keep him out of power. Those were after all the Cold War days, and Mauritius occupied a strategic space in the Indian Ocean Rim area. Today Berenger is the most powerful politician on the island, after having emerged as the pi votal figure in the elections held in the second week of September. ANDREW ENGLAND/ AP
