Office of the Director of Audit Home About Us History Role Accounts Certified Contact Us Events ... Links History Present Set Up Early Development Evolution of Audit Office Parliamentary Control ... The Development of Audit Present Set Up The Government Audit Office (GAO) emerged in its present form since 1968 when Mauritius became independent. In fact, the history of public auditing in Mauritius started well before that period. Earliest record available at the GAO consists of reports of the Auditor General of Mauritius dating as far back as 1871, addressed then to the Colonial Secretary. Early Development Mauritius was discovered by the Portuguese in 1510, followed in 1598 by the Dutch who called it the "Star and Key of the Indian Ocean". The French occupied it from 1715 until the British came in 1810. Through these colonisation processes, Mauritius inherited both the French and the British administrative and legal systems. The procedures for the disbursements and accountability of public funds are derived mainly from the British. The Auditor General’s report of 1871 therefore coincided with the period witnessing major reforms in Public Finance and Parliamentary accountability in Great Britain. Since Mauritius was then a British Colony, these reforms had a direct bearing on accountability and reporting requirements in Mauritius.

Hindi: The language of songs
Hindi is a direct descendant of Sanskrit through Prakrit and Apabhramsha. It has been influenced and enriched by Dravidian, Turkish, Farsi, Arabic, Portugese and English. It is a very expressive language. In poetry and songs, it can convey emotions using simple and gentle words. It can also be used for exact and rational reasoning. More than 180 million people in India regard Hindi as their mother tongue. Another 300 million use it as second language. Outside of India, Hindi speakers are 100,000 in USA; 685,170 in Mauritius; 890,292 in South Africa; 232,760 in Yemen; 147,000 in Uganda; 5,000 in Singapore; 8 million in Nepal; 20,000 in New Zealand; 30,000 in Germany. Urdu, the official language of Pakistan, spoken by about 41 million in Pakistan and other countries, is essentially the same language. Dakhini is an older, southern form of Urdu that uses fewer Persian or Arabic words.

OPENING STATEMENT BY MR TIM FISCHER, THE DEPUTY PRIME MINISTER OF AUSTRALIA AND MINISTER FOR TRADE, TO THE FIRST MINISTERIAL MEETING OF THE INDIAN OCEAN RIM ASSOCIATION FOR REGIONAL COOPERATION, 6 MARCH 1997 Mr Chairman - Dear Friends, Let me say formally that Australia commits to the charter of the Indian Ocean Rim Association for Regional Cooperation. I am delighted to be in Mauritius for this important launch. It is a truly beautiful country. THANKS TO MAURITIUS The establishment of the IOR-ARC at this meeting will be an historic achievement, and we all owe congratulations and thanks to the Government of Mauritius for its far sighted initiative and hard work in bringing us to this point. Mauritius has demonstrated with this achievement that the quality of leadership does not depend on size. It has become not only the natural crossroads of the Indian Ocean, but the actual crossroads, as well. AUSTRALIA'S INDIAN OCEAN LINKS Australia is deeply committed to the process of economic cooperation that has been established here. The map to my left reminds us of Australia's extensive Indian Ocean coastline and our natural interest in maritime and regional cooperation issues. What is less well known is that our Indian Ocean state, Western Australia, with its capital of Perth, has Australia's fastest growing economy and also accounts for the largest share of our total export earnings.

This year marks the seventh year of the Cosafa Castle Cup and again brings with it the excitement and anticipation of yet another round of the regional challenge. Since 1997, the tournament has kept the southern African region on the edge of their seats as the members of the Council for Southern African Football Association have battled it out to prove their supremacy. Four countries have already been able to win the trophy and add a major international title to their list of accomplishments. The Cosafa Castle Cup certainly now enjoys a wide profile, well beyond the borders of its member countries. Live television coverage, unprecedented for a competition of this nature, takes the event into the homes of people right throughout Africa and also into Europe and South America. The tournament is one of a kind on the international calendar, given that no other regional event can boast a longevity or as wide a reach as the Cosafa Castle Cup.
