Sure, Vincente Fox's remarkable upset victory in the July 2 presidential election was historic. Voters handed the ruling Institutional Revolutionary Party (PRI) an overdue eviction notice, telling it to vacate the National Palace it has occupied since 1929. And true, the people of Mexico finally had a real say in picking their president. The election wasn't rigged unlike the many that have kept the PRI so long in power. Yet what was most telling was the reaction of Mexico's stock market. It failed to stage anything close to record-breaking rally on the stunning election news.
