Michigan Charter School Information
State Profile Info Last Updated: 03-12-2003
Brief Overview:
Michigan's charter school legislation was enacted in 1993. Charter schools are known as Public School Academies (PSA) in Michigan, and there are currently 188 in operation, serving approximately 70,000 students. Michigan is one of few states to offer assistance with charter school start-up costs: PSA's can borrow money at tax-exempt rates through the Michigan Municipal Bond Authority.

ABSTRACT: During 1981, a study was conducted to determine
whether vocational-technical school district directors and
community college presidents in Wisconsin who worked under
an appointed board and directors/presidents in other states
who worked under an elected board perceived the
effectiveness of elected and appointed boards differently. Questionnaires were administered requesting 16 directors/presidents working under appointed boards and 16 directors/presidents working under elected boards to rate the effectiveness of both types of boards in ten areas. These areas were affirmative action; board-administrator relations; budget development and approval processes; educational program development, management, maintenance, and discontinuance; fiscal accountability to taxpayers;

Guidelines
Parents are a child's first and most influential teachers. No matter what the abilities of a child might be, the goals of parenting are essentially the same. Whatever distinct demands result from a child's gifted ability can readily be met by parents if they are familiar with the characteristics of gifted individuals, informed about the unique needs of the gifted child, and persistent in assuring that appropriate provisions are in place within the school system that will meet their child's special needs. How to help advance learning characteristics:
  • Be a strong facilitator for "finding out" Provide many complex and challenging experiences Nurture a love of books Read widely, critically, and creatively Encourage language/vocabulary development Promote critical thinking (ask why, what if...)

The Great Lakes Collaborative
What is the Great Lakes Collaborative?
The Great Lakes Collaborative is part of a national effort to improve student achievement in mathematics and science instruction in grades pre-K through 9 utilizing multiple telecommunications technologies. It provides an instructional support system for teachers making it easy for them to gain access to a full spectrum of world-wide innovative classroom resources. Additionally, educators gain access to an interactive network to exchange ideas and to maximize effective uses of the resources. Funded as one of six national Star Schools projects by the U.S. Department of Education, three states - Michigan, New York and Pennsylvania - are participating in the Great Lakes Collaborative through their State Boards of Education. There are also nine partners from state and national telecommunication and education organizations adding their expertise and experience to the Collaborative.
Mission
The Great Lakes St. Lawrence Seaway Telecommunications Collaborative is an instructional support system designed to help teachers and students improve learning and meet future challenges by providing access to a full spectrum of innovative world-wide resources through the use of multiple telecommunication technologies.
Goals
  • To strengthen the capacity of local school districts and communities to improve K-9 mathematics and science instruction by integrating educational resources with technological development.

Overview
The Study of Instructional Improvement (SII) is a comprehensive program of research funded by the U.S. Department of Education, the National Science Foundation, and private funding sources. As part of this program of research, a number of studies of school improvement will be conducted in elementary schools across the country over the next six years. These studies are being conducted to gain a better understanding of the design and implementation of several well-known instructional improvement models currently operating in the United States and to examine the effects of participation in such improvement models on teaching and learning in school.
Central Questions
The studies will explore three central questions:
  • How are different instructional improvement models designed, and how do they operate in the complex environment of American public education? What types of changes occur in schools that implement different instructional improvement models, and how do such changes affect instruction?

Bennett, Frederick. (1998). Computers as Tutors: Solving the Crisis in Education. Sarasota, FL: Faben Inc.
Bennett is a readable writer who strongly believes that American schools would be well served by an aggressive adoption of individualized electronic instruction. He systematically points out a number of benefits, both of individualization and of computer use. The book would be better if he were less the advocate and offered a more realistic, balanced assessment of the computer's ability to contribute to education.
The book is full of sweeping generalizations and quick dismissals of negative concerns. Bennett's claim that it is currently feasible to start teaching virtually every child virtually every academic subject largely via computerized instruction is particularly surprising given that he has apparently consulted few resources published after the early to mid 90's. The weaknesses in Bennett's arguments make this book easy to dismiss. Pages: Price: ISBN:
