GenNET: Genesee Network for Education Telecommunications Background Genesee Intermediate School District and the 21 public school districts of Genesee County partnered to construct one of the largest education fiber optic projects in the United States. Interest in a voice, video and data networking project first surfaced in 1991 when Child's Consulting Associates, Inc., of Southfield was commissioned by GISD to complete a preengineering study to access the feasibility and cost of building a network between the ISD and constituent districts. Budget constraints and other priorities for schools forced the project to be tabled. Bids were solicited to construct GenNET. A unique "condominium" arrangement was approved by the GISD Board of Education on May 7, 1996. GenNET will own its 12 optical fibers which are installed as part of a 100+ fiber bundle built by City Signal and owned by Phone Michigan. Construction was delayed as right-of-way access permits were negotiated with the 26 municipalities for the GenNET and Phone Michigan fiber bundle. That process was completed in early 1997. Across the county, installation of aerial fiber for GenNET began in February. The 150-mile GenNET fiber optic highway was completed by City Signal on June 1, 1997. That summer, Electronic Distance Learning Classrooms were outfitted in member district high schools. Training for the first round of GenNET teachers, who teach classes using the two-way video classrooms, began in the summer of 1997, coordinated by GISD's Technology and Media Services Department. The head-end for GenNET is located at GISD's Davis Education Center. Technical support, inservice, curriculum development and instruction is provided by the ISD for member districts.

    John, or as he is often called "JSB, " is a member of the National Academy of Education and a Fellow of the American Association for Artificial Intelligence and of AAAS and a Trustee of Brown University and the MacArthur Foundation. He serves on numerous boards of directors (Corning, Polycom, Varian Medical Systems) and advisory boards. He has published over 100 papers in scientific journals and was awarded the Harvard Business Review Research Technology Management in 1998. More recently, he was presented with a 2002 Visionary Award by the Software Development Forum.
    JSB received a BA from Brown University in 1962 in mathematics and physics and a PhD from University of Michigan in 1970 in computer and communication sciences. In May of 2000 Brown University awarded him an honorary Doctor of Science Degree. It was followed by an Honorary Doctor of Science in Economics conferred by the London Business School in July 2001. He is an avid reader, traveler and motorcyclist. Part scientist, part artist and part strategist, JSB's views are unique and distinguished by a broad view of the human contexts in which technologies operate and a healthy skepticism about whether or not change always represents genuine progress.

    Washtenaw Intermediate School District History
    The ancestor of the intermediate school districts the Office of County School Commissioner, which was established as an elective position by the Michigan legislature in 1867. The commissioner's major responsibility was to the rural township (non-graded) schools where he/ she certified teachers, inspected the schools, supervised the curriculum, and advised township supervisors about needed improvements. The commissioner also filed all required state reports. In 1935, the Michigan legislature authorized the option for elected county boards of education to appoint a county superintendent of schools, which was implemented in Washtenaw County in 1947. The responsibility to care for the rural primary districts was similar, but the county school superintendent was also placed at the center of the state's encouragement to reduce the number of primary districts in Michigan, consolidating them into K-12 units. In the early 1960s, with most of the state's primary districts consolidated or in the process of consolidating, the legislature, through Public Act 190 of 1962, abolished the county school district and established the intermediate school district. In place of the emphasis on supervising primary districts, the intermediate school district assumed a central role in providing cooperative, coordinated educational services among many school districts in the name of economy and efficiency. The smaller counties were encouraged to consolidate with larger counties, and today there are 57 intermediate school districts in Michigan, many of them composed of two or more counties.
