Legal Services of Northern Michigan
provides a full range of legal services in most areas of civil law for people who meet Federal poverty guidelines or who are 60 years of age or older. These services include: basic discussion of client rights; counseling; preparation of letters, documents, deeds, and pleadings; negotiations; administrative hearings; trials; and, in some cases, appeals, and community legal education presentations.
Legal Services of Northern Michigan does not provide service for criminal cases, traffic tickets or "fee-generating" cases. Services may be limited based upon funding levels and restrictions.
Free legal representation can be obtained in civil law areas such as:
Domestic Relations -
Divorces involving recent and substantial spouse and/or child abuse; custody cases where there is evidence of abuse or neglect of the children.
Public Benefits and Administrative -
Application, denial or termination of FIP, Food Stamps, Supplementary Security Income, State Disability, Emergency Needs, Medicaid, and Unemployment Compensation.
Housing -
Private rental housing including evictions, lockouts, utility terminations and leases, public housing including admission policies, rent levels and evictions; home ownership including forfeitures and government-subsidized home ownership programs; discrimination in any form of housing.

Information Technology Task Group 2002-2003
This task group will continue to monitor developments and issues affecting electronic access and infrastructure for education, particularly distance education. The task group's primary focus will be gathering and sharing information about statewide educational networks in SREB states and the telecommunications services they purchase for schools, colleges and agencies. American TelEdCommunications Alliance The American TelEdCommunications Alliance (ATAlliance) was formed in April 2001. This national education alliance consists of representatives of the Midwestern Higher Education Commission (MHEC) , the Michigan Intercollegiate Telecommunications Association (MiCTA) , the New England Board for Higher Education (NEBHE) , the Southern Regional Education Board (SREB), and the Western Interstate Commission for Higher Education (WICHE) . The goal is to provide schools, colleges, and universities and education agencies with improved telecommunications services at lower prices. The cooperative will work with the ATAlliance to identify needed telecommunications services and contracts, disseminate information about the services and products available through the ATAlliance and help develop Requests for Proposal (RFP) telecommunications contracts. The Educational Technology Cooperative will also participate in the planning and implementation of the MiCTA Fall conference in October 2002 in Orlando, Florida. This will include presenting information at the meeting and dissemination about the meeting to Cooperative representatives.

      Michigan's Civil Service Rules are Amenable to Outsourcing
      Robert Hunter, shown above, at a Michigan Civil Service Commission meeting. Contrary to what one might expect, the laws of the state of Michigan are surprisingly fair and even-handed when it comes to contracting out public services to private contractors. The state Constitution stipulates that no state executive agency can pay any employee or independent contractor for services without the approval of the Michigan Civil Service Commission. The Constitution further stipulates that almost all employees of state executive agencies must be hired, compensated, promoted, and disciplined according to Civil Service Commission rules. This means that with regard to contracting out services to private vendors, the Michigan Civil Service Commission calls the shots.

Contest is open to all U.S. citizens and resident aliens except employees and their families of TIAA-CREF Tuition Financing, Inc. (TFI), Teachers Insurance and Annuity Association (TIAA) and its affiliates and the Michigan State University Athletic Department. Your child must be between the ages of 6 and 10 on the date of entry. Limit is one entry per parent/child. The enrollment for this contest is occurring only via an email to misaves@tiaa-cref.org . No purchase necessary.     Office of Dispute Resolution
    The State Court Administrative Office (SCAO) has established an Office of Dispute Resolution to provide focus, integration, and coordination of alternative dispute resolution services within the SCAO. The creation of this Office is intended to heighten awareness of dispute resolution options among the legal system’s many constituents, to assist stakeholders within and outside of the judiciary in developing dispute resolution systems, and to identify and develop specialized dispute resolution programs and services.
    The Office of Dispute Resolution is responsible for developing dispute resolution practices and protocols for the trial courts, providing technical assistance to the trial courts, implementing dispute resolution practices mandated or permitted by court rule or statute, evaluating dispute resolution systems, and providing recommendations to the State Court Administrator for improving dispute resolution services for Michigan citizens. The Office provides technical assistance to other divisions of the SCAO in designing collaborative dispute resolution systems and in designing and presenting training programs.
    The primary functions of the Office are to:
