Part III: Chapter 19: Audit Requirements Highlights of Chapter: This chapter establishes responsibilities for the audit of organizations receiving agency funds. The intent of this chapter is to identify the policies for determining the proper and effective use of public funds rather than to prescribe detailed procedures for the conduct of an audit. Audit Objectives Awards are subject to conditions of fiscal, program, and general administration to which the recipient expressly agrees. Accordingly, the audit objective is to review the recipient's administration of funds and required non-Federal contributions for the purpose of determining whether the recipient has:
  • Established an accounting system integrated with adequate internal fiscal and management controls to provide full accountability for revenues, expenditures, assets, and liabilities. This system should provide reasonable assurance that the organization is managing Federal financial assistance programs in compliance with applicable laws and regulations.
  • Prepared financial statements which are presented fairly, in accordance with generally accepted accounting principles.

    WARNING
    This office has been informed that an insurance agent licensed in Florida, is selling or attempting to sell surety bonds and other lines of insurance to contractors for Federal government contracts illegally. He is using a surety company name very similar to a Treasury approved surety company, but changing the spelling of it slightly (i.e. Amercian vs. American). Federal bond-approving officers are advised to verify the authenticity of any bond written by Amercian Contractors Indemnity Company or by American Contractors Indemnity Company by contacting Frank M. Lanak, Director of Claims, telephone (310) 649-0990. Additionally, it has been reported that the agent has written bonds in the name of Indemnity Insurance Company of North America, also on Federal contracts. Please be advised that this company is not currently a Treasury approved surety company.

    Peace Corps Volunteers Exit Africa for Home Using Debit Card
    A FEDERAL ELECTRONIC payment device has again demonstrated its flexibility, this time by aiding Americans caught up in political strife on the west coast of Africa. Because of civil unrest late last year in Ivory Coast, the Peace Corps evacuated 133 volunteers to neighboring Ghana. From this staging area in Ghana, the volunteers were then able to arrange the return home to the United States by using the Financial Management Service's US Debit Card (USDC). The card is a flexible payment mechanism that can be used to deliver miscellaneous, recurring or nonrecurring payments to individuals, or allow government employees access to cash in their official duties.     As part of the overall improvement in applicant quality seen at Michigan State recently, average GMAT scores for the class of 2000 hit an all-time high of 628 that's up nearly 20 points from just two years earlier.     Financial Aid Overview The Law School's financial aid program endeavors to provide financial assistance to all full-time students seeking a Michigan J.D. who would be unable to meet the costs of their law school education if relying only on their own savings and support from their families. Michigan's aid program is very substantial and draws on a variety of Law School scholarship and loan funds, as well as funds from the federal government and other external sources. All aid applicants are expected to contribute part of their own resources and if applicable those of their parents and spouses. In addition, financial aid packages assume eligibility for federal funds. Students who anticipate eligibility problems should contact the Law School's Financial Aid Office prior to matriculation.
