    Del D. Borgsdorf has been working in public management at the state and local government level for 31 years. He became City Manager for the City of San José in October 1999. Prior to his work here, Mr. Borgsdorf worked for the City of Charlotte, North Carolina for nine years, serving as Assistant City Manager and Deputy City Manager. As Charlotte's Deputy City Manager, he coordinated economic development programs, participated in financial planning, worked directly with the City Manager in the implementation of city policy, and served as the chief operating officer.
    Background
    Mr. Borgsdorf also had extensive experience working as a City Manager in cities in Michigan, Pennsylvania and Iowa. As City Manager in Ann Arbor, Michigan, he worked extensively on police community relations in a city dominated by the state's largest university — the University of Michigan, with more than 38,000 students. He served as president of the Michigan Association of City Managers, and has spoken extensively in the United States on the subjects of economic development, financial management and neighborhood service delivery. In addition to his city experience, Mr. Borgsdorf served for several years as the Director of State and Local Government Consulting for Coopers and Lybrand, one of the world's largest professional services firms. In this position, he consulted throughout the nation on government problems including productivity improvement, privatization and public safety delivery. His work with state and local governments included organizational development, transportation policy and economic development.

    Alumnus will discuss accounting practices in defense budgets DEARBORN-University of Michigan-Dearborn alumnus Thomas Bloom, director of the defense finance and accounting service for the Department of Defense, will present "Running Government Like a Business: An Accountant's View" from 6 p.m. to 7:30 p.m. on Wednesday, February 5 in the School of Management auditorium as part of the Executive Speaker Series. Bloom Bloom, who oversees the day-to-day accounting and finance activities for the Department of Defense, will discuss how he created a strategy-based, metrics-driven and customer-focused organization that employs 17,000 civilian and military personnel at 26 locations throughout the United States, Europe and the Pacific. The Defense Finance and Accounting Service was created in 1991 by the Secretary of Defense to reduce the cost of Department of Defense finance and accounting operations and to strengthen Department of Defense financial management through consolidation of finance and accounting activities. Since its inception, the Defense Finance and Accounting Service has consolidated more than 300 installation-level finance and accounting offices into 26, and trimmed the workforce from more than 27,000 to just over 17,000.

    The Improved Financial Performance Initiative is about improving the quality of financial information so that agencies and Congress can use it to make decisions about Federal programs. That's why we're accelerating the due dates for financial statements, tracking material weaknesses, and monitoring the implementation of agency financial management systems.
    Executive Branch Management Scorecard
    We've just updated the Executive Branch Management Scorecard and it reflects some of the progress we're making on the financial performance initiative. Two agencies - EPA and Labor - have improved in status from red to yellow. Two others - NASA and SBA - have dropped in status from yellow to red. On the progress side, 16 agencies are green. EPA has eliminated all four of its Federal Managers Financial Improvement Act (FMFIA) material weaknesses, has no audit material weaknesses, and expects to be able to provide an assurance statement in its 2002 Annual report. NASA, which was downgraded mid-year from yellow to red in status, is nonetheless rated a green for progress because it resolved outstanding issues resulting from the audit of its FY 2001 financial statements. SBA, on the other hand, has recently had to deal with severe financial management problems, including unexpected volume in new claims as well as the agency's inability to accurately record loan defaults or account for asset sales.
