MATRIX/H-Net and the MSU College of Education bring Civics Online to the K-12 Michigan Curriculum
April 28, 1999 Imagine hearing Martin Luther King, Jr.'s "I Have a Dream" speech for the first time and pictures of the first Freedom Rides through Birmingham, Alabama. Or imagine listening to Franklin Delano Roosevelt address the nation through his Fireside Chats, and the resounding "Oyez, Oyez, Oyez" as the Supreme Court is called to order. Thanks to a grant from the Michigan Department of Education, MATRIX: The Center for Humane Arts, Letters and Social Sciences Online, in partnership with H-Net: Humanities and Social Sciences OnLine, Michigan State University's College of Education, and Okemos Public Schools will soon make sound and images like these easily available to social science teachers across the state of Michigan through a project called Civics Online. "The partners of this proposal are committed to serving all populations in the state and all materials will be available free of charge. This fits squarely with Michigan State University's long-term commitment to providing the educational community high speed access to electronic resources on its networks," Kornbluh said. He noted projects such as the South Central Network Consortium where nearly one hundred school districts were given Internet servers and connectivity plans were developed to improve local access to electronic media and communications. To find out more about the projects currently underway at MATRIX/H-Net, please visit

    • Description: Based at the University of Michigan School of Education, the Interactive Communications and Simulations (ICS) project is a dynamic program of exciting and innovative educational telecommunications exercises. Using accessible telecommunications, students can spend part of every school day in a "global classroom." ICS exercises have been designed to help teachers teach, mostly by encouraging active learning, learning through design, and providing flexibility so that teachers can integrate the on-line and classroom experiences. All of its projects link participating students with teams of university student mentors, whose role is to support and challenge the students in their endeavors.

The Graduate Teaching Fellows program links higher education with primary and secondary schools. Non-education graduate students work with classroom teachers and their students to devise new, more authentic ways of learning science, math, engineering, and technology. GK-12 fellows create classroom projects in their subject area, organize learning programs for families, help keep teachers abreast of new technology, and lead discussions about career options in their majors. They help teachers implement a more active, participatory style of learning and use technology to enrich the classroom experience.

3.0 Technology promise and the real world Internet 1 is already commonplace, while Internet2 is experimental. What's the reality of Internet 1 penetration in public schools? In 1998, 90% of public schools had at least some access to the Internet [2]! The number continues to grow. Looking closer at the classroom rather than school level, 39% of teachers had Internet access in their classrooms. Having access in the classroom does not necessarily equal use. Twenty-six percent of elementary teachers have actually used the World Wide Web in their classrooms. Twenty-six percent of middle school teachers do so. Thirty-four percent of high school teachers have used it. Some teachers use the Internet to prepare lessons. Twenty-eight percent of teachers use the Internet themselves weekly, or more often, to find information to use in lessons. Thirty-two percent do not use the Internet at all in preparing lessons; forty percent do so occasionally. In other words, nearly three fourths of teachers do not regularly use Internet 1 to prepare for teaching. Some teachers make creative, extensive use of the World Wide Web. Eighteen percent have posted information for students; seven percent of teachers had students email at least three times in a year; four had kids publish on the web.
