Michigan's History
Michigan's current school finance crisis has resulted in part from a history of school funding reform initiatives. Some efforts sought to reform the Michigan school finance system through statutes. The Spencer-Ryan plan (P.A. 100) in 1970 was developed by Republican Representative Roy Spencer and Democratic Speaker of the House William Ryan. It contained a two-year membership formula: the 1970-71 formula was a conventional deductible millage formula; but the 1971-72 formula was a power-equalizing or equal yield formula that would guarantee a local school district an equal return in state and local funds for each mill levied. However, this provision was combined in a proposal that provided state reimbursement for a part of teacher salaries in nonpublic schools. So when voters later adopted an amendment to the Michigan Constitution prohibiting state aid to nonpublic schools, the rest of the package fell apart. After the repeal of the Spencer-Ryan plan in 1971, a traditional deductible millage formula was adopted. A 1972 Michigan Supreme Court decision prompted the Governor and the Legislature to take action. Milliken vs. Green challenged the existing school finance system. Subsequently, the Court ruled that the system violated constitutional provisions outlining the state's responsibility for education. Then in 1973 the state adopted Public Act 101, which authorized a new membership formula based on the power equalizing concept. Because of this, the Supreme Court vacated its 1972 decision. The equal yield formula has been adjusted over the years, but today remains basically the same membership formula as in 1988-89.

Charter schools offer students alternative and diverse educational programs, with the goal of improving academic achievement. The intention behind this new form of public schooling is that by providing further autonomy to schools, they can pursue innovative teaching practices and create a diversity of school options from which parents can choose. During the last three years, the number of charter schools (i.e., public school academies) in Michigan has grown rapidly and currently includes 106 operating schools across the state.
The Evaluation Center is one of two organizations asked by the Michigan Department of Education (MDE) to evaluate the charter school initiative in Michigan. While we have not been charged with the task of evaluating individual schools, we will collect a large amount of school-specific data from the 51 schools that we visit. In evaluating the overall initiative, we will collect data and information from charter schools, authorizing agencies, management companies, MDE officials, as well as representatives of traditional public schools and intermediate school districts. This particular evaluation was started in the autumn of 1997 and will be completed in December 1998.

Washington, D.C. 20006 Counsel for General Motors Corporation INTEREST OF AMICUS CURIAE General Motors Corporation ("General Motors") is a multi-national corporation headquartered in Detroit, Michigan. A global leader in automobile design and manufacturing, financial services, and advanced technology electronics, General Motors contributes substantially to the national and world economies, with annual revenues in excess of $175 billion. General Motors employs 193,000 people in the United States and 388,000 people globally. General Motors' interest in this case is substantial. General Motors employs a large number of graduates from the University of Michigan, especially from the business and engineering schools. General Motors depends upon the University of Michigan and similarly selective academic institutions to prepare students for employment - to teach them the skills required to succeed and lead in the global marketplace. The quality of education provided by the University of Michigan and similar institutions therefore profoundly affects the ability of General Motors, and indeed all major American corporations, to compete.

The Child Health Evaluation and Research (CHEAR) Unit
Gary L. Freed MD, MPH - Director
Commensurate with these challenges are new opportunities. This is a time of dramatic change in health and social welfare policy at the state and national level affecting children. The time is right for the state of Michigan and for the nation to address these issues in a deliberate and rigorous fashion.
In concert with the Deans of the various health science schools at the University of Michigan, the leadership of the Division of General Pediatrics leadership organized the Child Health Evaluation and Research (CHEAR) Unit. The Division of General Pediatrics serves as the administrative and intellectual home of the Unit. The CHEAR Unit is comprised of core faculty (one each) from the Schools of Medicine, Social Work, Dentistry, Pharmacy, and Nursing and one from each of three departments in the School of Public Health (Epidemiology, Health Management and Policy, and Health Behavior/Health Education). Collaboration among disciplines is the hallmark of the CHEAR Unit as multidisciplinary teams work together to address complex issues. The core faculty meet quarterly to discuss child-focused research projects ongoing in each of their home units. In addition, new opportunities for collaboration and needs for expertise on current projects and future applications are discussed. Faculty members are encouraged to bring requests for proposals to the larger group to gauge interest in multidisciplinary efforts; other core faculty suggest potential collaborators within their schools or departments who possess the expertise requested. In this fashion, faculty become aware of the rich scholarly resources that exist across disciplines and schools throughout the University. Such interchange facilitates cooperation and involvement of faculty from different backgrounds and interests.
