General Education Transfer Credit Policy Transfer Credit Problem(s) Our program is unique and presents a number of challenges to faculty, staff, and advisors. As it stands, we have a complex set of rules that are not applied evenly to all students. Before allotting transfer credit, we distinguish 4 types of student, and we have different sets of rules for each group. The people in the transfer office (and in admissions and recruitment) have problems enacting such a complex policy. Here are four options for responding to the situation: 1) Keep things as they are 2) Set up one to one course equivalencies (or use the list we have set up in conjunction with Michigan schools) and apply it across the board to students, be they transfer or our students who want to take courses elsewhere.

The Curriculum

The University of Michigan, founded in 1817, has a long and distinguished history.
The Northwest Territorial Ordinance of 1787 provided public land for this and other Midwestern universities and established a tradition of respect for excellence in higher education. By the end of the 19th century, the University of Michigan was the largest and most generously supported public university in the United States and a leader in the field of graduate education.
The University of Michigan Law School, one of the oldest in the nation, was founded in 1859. The statute establishing the University anticipated that its "law department" would include a professor whose specialty was "international law." From the earliest days of the Law School, foreign students have been part of its student body and international law has been part of the curriculum. Unlike other eminent law schools, Michigan was never restricted to the privileged. When Gabriel Hargo graduated from the Law School in 1870, for example, Michigan became the second American university to confer a law degree on an African American. In 1871, Sarah Kilgore was among its graduates, the first woman in the English-speaking world to receive a university law degree.
The Law School's connection to other countries began in the 1860's. By the end of the academic year 1899-1900, 80 students from outside the United States had received degrees from the Law School: seven were awarded the LL.M., and 73 the LL.B, the equivalent to today's J.D. Of the international LL.B. recipients, the largest number, 28, came from Japan.

MICHIGAN SCHOOL CHOICE LEAVES SPECIAL ED. KIDS BEHIND
October 29, 1999 In Michigan's "school choice" program, charter schools appear to be doing as much "choosing" as the parents are, a new study says. The state gives students who want to change schools up to $6,000 per year to attend a charter school or a public school in a different school district, but to keep their costs from rising above that figure, the charter schools are recruiting students who cost the least to educate. In that equation, students with special needs are getting left behind for public schools to educate, driving up the public schools' average cost per student. The report, "School Choice Policies in Michigan: The Rules Matter," was written by Michigan State University Associate Professor David Arsen and Professors of Educational Administration David Plank and Gary Sykes. They conducted the study in 1998 with a grant from the Michigan Applied Public Policy Research program. This year, about 49,000 students, or 3 percent of the state's total enrollment, have taken advantage of either the charter schools or inter-district enrollment programs, the study says. Charter schools have gradually popped up across the state since they were first permitted in the 1993-94 school year. This year, the state counts 137 charter schools among its total of 749 public schools, according to the Michigan Department of Education. Charter schools, independently run public institutions that are funded by the government, have maintained a keen focus on their bottom lines, the researchers say. Because the schools must show fiscal responsibility, as well as academic progress, to keep running from year to year, many avoid offering special education programs and services. For many of these schools, the researchers note, "it would be prohibitively expensive to offer a full special education program." The study even quotes one unnamed founder of a small charter school saying, "If a severely handicapped student enrolls in our school, we'll have to close."
