Certification
A hundred years ago a person could enter the teaching profession with a relatively small amount of preparation. This is no longer true.
Entering the teaching profession has required increasingly greater training over the years. Teaching today requires better preparation because of the knowledge explosion and because more is now known about how children learn.
Today, virtually every state or province requires that prospective teachers hold a Bachelor of Arts or a Bachelor of Science degree and a teaching certificate as well. To qualify for the certificate the student must complete a number of state-prescribed professional studies in education.
STATE OF MICHIGAN In the state of Michigan the student who meets these requirements receives the Provisional teaching certificate, either elementary or secondary, which is valid for six years. The elementary certificate qualifies him to teach kindergarten through the fifth grade and his major and /or minor in grades 6-8 (exceptions are available for smaller schools). The secondary certificate qualifies him to teach the seventh through the twelfth grades. During the six year period following graduation, the new teacher should complete three years of actual teaching and a minimum of eighteen semester hours of course work in a planned program of study in college or in graduate school to receive a PROFESSIONAL certificate.

GVSU Teacher Preparation Program Meets Federal Guideline To ensure that future teachers are well prepared to instruct K-12 students, the federal act Title II requires that college education student pass initial tests before receiving teacher certification. Universities must publish these test results. A report prepared the Grand Valley State University’s School of Education to meet Title II Act guidelines shows that 100 percent of GVSU graduating education majors passed initial certification tests in their academic areas during the 2000-01 academic year. The report uses data from students defined as “program completers,” those who have completed university and state requirements for initial teacher certification during a reporting year. During 2000-01, 466 GVSU students took teacher certification tests. In that reporting year, 1121 students were enrolled in the teacher preparation program and 682 were place in K-12 schools as student assistants and student teachers.

On April 10, 1997, the Department of Geological Engineering and Sciences faculty unanimously approved adding an Earth Science Education Option to the B.S. in Geology Degree. The proposed catalog listing for the Earth Science Education Option in the B.S. Geology Degree is attached. The Geology Option and Environmental Geology Options are unchanged in course content. NEED
If the department is to continue to participate in the teacher certification program, a program is needed that is specifically designed for earth science teacher certification and that meets standards for course content. Currently, earth science teacher certification can be obtained within the B.S. in Geology Degree; the program is really geology and not earth science, and the program falls short of the standards for course content. In addition, the earth science teacher certification is not obvious from the department's catalog listings. The proposed new option will make earth science education a clearly identifiable option for students. By making a clearly identifiable option, the department hopes to attract more students into the Geology degree program. There is a national shortage of science and math teachers. PROGRAM FIT

INTRODUCTION This report contains the results of our performance audit of the Office of Teacher Preparation and Certification Services, Bureau of Postsecondary Education, Department of Education, for the period October 1, 1991 through December 31, 1994. AUDIT PURPOSE This performance audit was conducted as part of the constitutional responsibility of the Office of the Auditor General. Performance audits are conducted on a priority basis related to the potential for improving effectiveness and efficiency. BACKGROUND The Office of Teacher Preparation and Certification Services administers teacher certification, administrator certification, and school psychologist certification (Michigan Administrative Code R 390.1101 - 390.1216, R 380.101 - 380.134, and R 380.201 - 380.210). The office's major responsibilities include issuing provisional and professional teaching certificates, vocational authorizations, teaching permits, school administrator certificates, and school psychologist certificates; reviewing teacher education programs of Michigan colleges and universities; and ensuring that teacher personnel at Michigan school districts are properly certified and appropriately assigned. Applicants for original, renewal, and duplicate certificates and special permits are required to pay an application fee. There are 29 different fees that range from $10 for a duplicate certificate application to $175 for an out-of-State original teaching certificate application. Fees are collected by and processed through a designated bank. Revenue from certification and special permit fees totaled $1,950,771 and office expenditures totaled $1,946,900 for fiscal year 1993-1994. As of December 31, 1994, the office had 30 employees.
