"This increase in the tobacco tax will bring much-needed stability to K-12 funding." "This is a sensible solution that addresses current needs, restores many important programs, and preserves our commitment to K-12 education," Speaker Rick Johnson said. The cigarette tax would increase to $1.25 a pack and provide the needed revenue to maintain the minimum per pupil funding at $6,700 in 2004. In addition, it continues major categorical payments for fiscal year 2004, including:
  • at-risk funding of $314.2 million; $72.8 million for school readiness programs; intermediate school district (ISD) funding at $95 million, a 3.1% increase over fiscal year 2002 funding; $40.8 million in funding for vocational education;

"Schools across America are working to meet President Bush's call to leave no child behind," Secretary Paige said. "Educating America's students is primarily a state and local issue, but the department is working to support the needs of Michigan's disadvantaged students without unnecessary federal red tape." Following are among the highlights of the grant award programs for Michigan:
  • Title I grants, the largest federal education activity for pre-K through grade 12, helps districts close the achievement gap between high- and low-poverty schools by targeting resources based on the number of children in poverty. Even Start, a Title I component, supports local family literacy projects that integrate early childhood education, adult literacy or basic education, as well as parenting education for families. $286.4 million.
