GOVERNMENT
The internal workings of FSM are governed by the 1979 constitution, which guarantees fundamental human rights and establishes a separation of governmental powers. The unicameral Congress has 14 members elected by popular vote. Four senatorsone from each stateserve 4-year terms; the remaining 10 senators represent single-member districts based on population, and serve 2-year terms. The President and vice president are elected by Congress from among the four state-based senators to serve 4-year terms in the executive branch. Their congressional seats are then filled by special elections. The president and vice president are supported by an appointed cabinet. There are no formal political parties.
Each of FSM's four states has its own constitution, elected legislature, and governor. The state governments maintain considerable power, particularly regarding the implementation of budgetary policies.
The judiciary is headed by the Supreme Court, which is divided into trial and appellate divisions. The president appoints judges with the advice and consent of the Congress.

    History and Government
    History: The area has a turbulent history of foreign control and political change. Despite upheavals and foreign influences from Spanish, German, Japanese and US governments, many people of this vast island area have maintained much of their cultural heritage and traditions, while others have lifestyles inspired mainly by the teachings of 19th-century missionaries. Having come under UN Trusteeship, administered by the USA, at the end of World War II, all of the Pacific Micronesian states have now reached final political settlements.     Recent political education efforts in Micronesia are floating on a sea of radio tapes, filmstrips, posters and classroom lessons. These are largely the creation of the Education for Self-Government Program mounted by the Trust Territory Administration a year and a half ago. For all its output of materials, the ESG Program labors under serious handicaps. The controversial circumstances surrounding the birth of ESG gave rise to the lurking suspicion that, despite its name, the real object of ESG just might be something less than self-government after all. Many people continued to wonder whether the contents of the program were being "sanitized" by mightier powers than those residing on Saipan.
    The ESG task forces on the territory-wide and district levels have lived under this cloud from the very beginning. To make matters worse, it has become fashionable to hold them responsible for any and all failures in the area of political education. Whenever an outer-islander complains to his congressman that he does not know what the status alternatives are all about, ESG takes it on the chin. ESG has become everybody's scapegoat today because it is assumed that it is the major instrument of political education in the Trust Territory. Actually ESG has very little to do with political education and even less to do with authentic education for self-government, as I will try to show. It is, therefore, unfair to blame ESG members, who are performing as well as they can in trying circumstances, for the supposedly meager amount of political education that is taking place today.

    The Constitution provides for freedom of religion, and the Government generally respects this right in practice. There was no change in the status of respect for religious freedom during the period covered by this report, and government policy continued to contribute to the generally free practice of religion. The generally amicable relationship among religions in society contributed to religious freedom. The U.S. Government discusses religious freedom issues with the Government in the context of its overall dialog and policy of promoting human rights. Section I. Religious Demography The country’s total area is approximately 260 square miles, and its population is approximately 107,000. Most Protestant denominations as well as the Roman Catholic Church are present on the four major islands of the country. The most prevalent Protestant denomination is the United Church of Christ. Baptists, Seventh Day Adventists, members of the Church of Jesus Christ of Latter-Day Saints (Mormons), and adherents of the Baha’i Faith also are represented. On the island of Kosrae, 99 percent of the population are members of the United Church of Christ; on Pohnpei approximately 50 percent of the population are Protestant and 50 percent are Catholic; on Chuuk and Yap, approximately 60 percent are Catholic and 40 percent are Protestant. There is a small group of Buddhists on Pohnpei.
