This situation report is based on information provided by the United Nations Disaster Assessment and Coordination (UNDAC) team with contributions from the UNICEF staff member on Weno Island, the International Federation of the Red Cross and Red Crescent delegate, the FSM Red Cross Society, and the Chuuk State Government. Situation 1. A strong Tropical Storm CHATA'AN, which hit Chuuk State of FSM on 1 and 2 July 2002, caused more than 60 landslides on the lagoon islands. The worst affected islands are Weno, the state capital, Tonoas, Fefan, Udot, Uman and Siis. 2. According to the State Government, 47 people were killed, although not all bodies have been recovered, 109 people were injured, and 39 people were hospitalised. Between 120 and 170 families (900-1,300 people) are estimated to have been directly affected, in that they suffered the loss or injury of a family member, and/or the partial or total destruction of their home. It is estimated that a similar number have abandoned their homes, though basically undamaged, because of fear of further landslides in the same or adjacent areas. They may be displaced for several months before a full geo-technical survey assures that there will be no further landslides.

MINISTER OF HEALTH, EDUCATION AND SOCIAL SERVICES GOVERNMENT OF THE FEDERATED STATES OF MICRONESIA AT THE 26TH SPECIAL SESSION OF THE UNITED NATIONS GENERAL ASSEMBLY ON HIV/AIDS 25 - 27 JUNE 2001 NEW YORK
MR PRESIDENT, MR SECRETARY GENERAL, DISTINGUISHED
DELEGATES, LADIES AND GENTLEMEN IT IS, INDEED, AN HONOR AND PRIVILEGE FOR ME TO STANDBEFORE THIS AUGUST GATHERING ON BEHALF OF MY GOVERNMENT TO ADDRESS AN ISSUE OF GRAVE CONCERN TO MY COUNTRY, A COUNTRY WITH A SMALL AND FRAGILE POPULATION. BEING A SMALL COUNTRY WITH A SMALLPOPULATION, I CANNOT OVEREMPHASIZE THE NEGATIVE IMPACT A SPREAD OF HIV/AIDS WILL CAUSE TO MY COUNTRY. MR PRESIDENT THE FIRST CASE OF HIV/AIDS INFECTION WAS CONFIRMED IN FSM THE IN 1989. THIS WAS A CASE WHERE THE VICTIM WAS INFECTED WHILE LIVING OUTSIDE OF THE FSM. HOWEVER, AS RECENTLY AS A FEW MONTHS AGO, AND TO THE DISMAY OF MY GOVERNMENT, A FIRST NEW CASE OF LOCALLY ACQUIRED HIV/AIDS INFECTION WAS DISCOVERED ON ONE OF THE VERY REMOTE ATOLLS IN ONE OF THE STATES IN THE FSM. THIS UNWELCOMED DISCOVERY HAS CAUSED GREAT ALARM AND THERE IS GRAVE CONCERNS THAT THIS VIRUS MAY HAVE SPREAD MUCH WIDER THAN IT WAS ANTICIPATED. THIS NEW INFORMATION, MR PRESIDENT, MAY SEEM PALE AND LESS SIGNIFICANT BY COMPARASION WITH THOSE MORE SERIOUSLY AFFECTED AREAS IN OTHER PARTS OF THE WORLD. NEVERTHELESS, THE MERE PRESENCE OF HIV/AIDS IN MY COUNTRY IS A MATTER OF GRAVE CONCERN WHICH, IN THE VIEW OF MY GOVERNMENT, MUST BE TAKEN VERY SERIOUSLY AND ONE, WHICH SHOULD BE DEALT WITH IN THE MOST DECISIVE WAY TO PREVENT ANY POSSIBILITY OF THE SITUATION GETTING ANY WORSE.

GOVERNMENT
The internal workings of FSM are governed by the 1979 constitution, which guarantees fundamental human rights and establishes a separation of governmental powers. The unicameral Congress has 14 members elected by popular vote. Four senatorsone from each stateserve 4-year terms; the remaining 10 senators represent single-member districts based on population, and serve 2-year terms. The President and vice president are elected by Congress from among the four state-based senators to serve 4-year terms in the executive branch. Their congressional seats are then filled by special elections. The president and vice president are supported by an appointed cabinet. There are no formal political parties. Each of FSM's four states has its own constitution, elected legislature, and governor. The state governments maintain considerable power, particularly regarding the implementation of budgetary policies. The judiciary is headed by the Supreme Court, which is divided into trial and appellate divisions. The president appoints judges with the advice and consent of the Congress. Government Type: Constitutional government in free association with the U.S.

    May 31, 2002 COUNTRY DESCRIPTION: The Federated States of Micronesia (FSM) is composed of four states, named after their main islands, and dozens of atolls extending over a large area of the north central Pacific. The four states are: Pohnpei(formerly Ponape), Kosrae (formerly Kusaie), Chuuk (formerly Truk) and Yap. The federal capital is located at Palikir, on the island of Pohnpei and close to its largest city, Kolonia. The FSM is a constitutional democracy, and it is party to a Compact of Free Association with the United States. It is a developing economy reliant on fishing, tourism, and agriculture. The Federated States of Micronesia also has consulates in Honolulu and Guam. In an effort to prevent international child abduction, many governments have initiated procedures at entry/exit points. These often include requiring documentary evidence of relationship and permission for the child's travel from the parent(s) or legal guardian not present. Having such documentation on hand, even if not required, may facilitate entry/departure.

    Federated States of Micronesia
    The economy grew at a modest 0.9% in 2001, helped by a temporary increase in funding from the Compact of Free Association with the US. Prospects depend largely on future funding under the Compact and on how these funds are used to increase economic efficiency and production in the private sector.
    Macroeconomic Assessment
    Fishing is the primary industry in the Federated States of Micronesia (FSM), followed by tourism and a modest level of manufacturing and construction. However, the economy has been highly dependent on funds from the US under the Compact of Free Association. In recent years, the Compact has provided a total of around $80 million annually in budget support for the national and four state governments (Figure 2.32). US funding reached almost $85 million in 2001, compared with an estimated GDP of $240 million for the year. The level of funding provided under the Compact has been stepped down twice since 1986, and this has required a contraction in the size of the public sector. The adjustment to the second step-down in the mid-1990s was a key factor behind 3 years of falling GDP at that time. Current levels of Compact funding were to have ceased in September 2001 and to be replaced by a new negotiated level. In anticipation of a potentially protracted negotiation and approval process, the current agreement was extended for a further 2 years, during which time funding was set at the average rate of the 15 years of the agreement. This amounted to a temporary increase of about $17 million a year, known as “bump-up” funds. The additional funds allowed for an increase in government expenditures, mainly on development projects and wages. This helped boost economic activity over the last quarter of 2001, leading to marginal GDP growth for the year estimated at 0.9%.

    Opinion Summaries Program Four Opinion By: Joakim Peter (Federated States of Micronesia) To cope with linguistic, cultural or regional diversity in their population, many Pacific countries have tried to decentralise power away from national government to provincial and state structures. In the islands of Micronesia during the 1970s, many people dreamed of creating one federation to replace the strategic trusteeship established after World War Two. Instead, the Trust Territory of the Pacific Islands has divided into four nations. As Joakim Peter explains, there are new pressures to decentralise power even more. Federalism in Micronesia is like going to a clothing store and trying on the only pair of pants available to you. The only choice you have is to make alterations to the pants or else go naked.
