Reviews Table of Contents In this ambitious exploration of how foreign trade policy is made in democratic regimes, Daniel Verdier shows that special interests, party ideologues, and state officials and diplomats act as agents of the voters. Constructing a general theory in which existing theories (rent-seeking, median voting, state autonomy) function as partial explanations, he shows that trade institutions are not fixed entities but products of political competition. Reviews: "This is an unusual and possibly a 'mind-changing' book. . . . [It] has the potential to change many well-established perceptions about political economy and its influence on foreign policy." International Affairs "Political scientists will love this book and historians will find much in it to hold their attention. Economists are strongly advised to take note of it, lest they are too easily persuaded to dismiss the contribution of political processes to trade policy-making."Nigel Grimwade, Times Higher Education Supplement Endorsements: "This impressive study compels attention from students in international and comparative politics interested in the meeting of theory and case studies. It is admirably conceptualized, crafted, and researched. It raises our understanding of political economy, past, present, and future."Peter Gourevitch, University of California, San Diego

Yesterday, Mr. Pettigrew addressed the Canada-India Business Forum and met with a number of Indian ministers, including the Ministers of Railways, Power, and Information Technology, Communications and Parliamentary Affairs. Today, he will take part in the Confederation of Indian Industry National Conference and attend a working luncheon with the Minister of Commerce and Industry, Murasoli Maran. Kerala - Yet Another India
By Kathy Hochstetler
January, 2001 Even on the trip from the airport into coastal city Cochin, Kerala looked and felt different. The many palm trees and the humid heat told us we were in the tropics - quite a change from the drier and colder north. We also noticed a general air of prosperity and growth, with new houses going up everywhere. Signs were in English and Malayalam, the local language, which has a rounded script. The streets were full of people, including many women, who were much rarer on the streets of Delhi and Varanasi. The men wore skirts, called dhotis. slam came to Kerala through the ancient sea routes for trade to Arabia and the Gulf. Christianity also came through the same routes: long before the British and the West arrived, the Apostle Thomas brought Syrian Christianity in the first century from the Middle East. Trade with the Middle East is still important for Kerala, but in 2001, one of Kerala's main exports is people, not spices. Large numbers of Kerala's well-educated population work in the Gulf area. The money that they send back is largely responsible for the new building and economic growth in the area. Kerala's religious diversity also shows up in its politics. The BJP, or Hindu Nationalist Party, is quite weak in Kerala.

City of Merchants

Dubai has always benefited from its strategic location at the crossroads of trade and commerce between East and West. In the early 20th century, Dubai was reputed to have one of the largest souks on the Gulf coast, with 350 shops in the Deira district alone.
Still the legendary “City of Merchants”, in recent years Dubai has outgrown its traditional role as commercial hub for the region and made tremendous inroads into the world of international business and commerce. Today, Dubai’s vibrant trade sector has firmly concreted Dubai’s leadership in the region and contributed to making Dubai a prime contender in the global economy.
Gateway to the World
Dubai is the gateway to an untapped market that spans the Middle East, North and South Africa, the Indian Subcontinent and the CIS. The market consists of
  • 31 countries 53 languages 1.8 billion people $1.5 trillion of combined GDP 114 million people with GDP/capita greater than $2,000 Access to a talent pool of over 13.8 million diverse, cost-competitive, multilingual, skilled college degree candidates.
Vibrant Foreign Trade
Dubai has one of the most open foreign trade policies in the region with import restrictions confined to a very small number of products largely on health and safety or public policy grounds. Trade today constitutes 16% of Dubai's GDP, compared with 14.5% for Singapore and non-oil trade represents over 1.5 times Dubai's non-oil GDP. The non-oil trade sector grew by an average of 9.2% between 1989 and 1999 and with the non-oil sector contributing 90% of the GDP, trade continues to be one of the most important contributors to the economy. Dubai encourages a free and fair business environment with no red tape, no bureaucracy, the freedom to move capital, tax exemptions and a thriving economy.

Iraq: The important issue
Amid scenes of vandalism and looting, sporadic acts of jubilation are carefully filmed by the camera crews. The important issue, however, needs to be addressed

It is never difficult to find people who will rejoice when the rule of law breaks down: they can run riot and go unpunished. It would not be surprising to find substantial numbers of people in certain areas of Iraq who will take the opportunity to join the side of the victors.

From Trade to Colonization - Historic Dynamics of the East India Companies
"In the middle of the seventeenth century, Asia still had a far more important place in the world than Europe." So wrote J. Pirenne in his 'History of the Universe', published in Paris in 1950. He added, "The riches of Asia were incomparably greater than those of the European states. Her industrial techniques showed a subtlety and a tradition that the European handicrafts did not possess. And there was nothing in the more modern methods used by the traders of the Western countries that Asian trade had to envy. In matters of credit, transfer of funds, insurance, and cartels, neither India, Persia, nor China had anything to learn from Europe." (Quoted in Auguste Toussaint's 'History of the Indian Ocean') In this period, relations between Indian and Britisher were not lacking in cordiality and the East India Company included employees from both worlds. Friendships between the two nationalities developed not only within the context of business relations, but even beyond, to the point of inter-marriage. Unaffected by the pompous stuffiness of the British gentry, the British employees of the East India Company made the most of life in India - dressing in cool and comfortable Indian garments, enjoying Indian pastimes and absorbing local words in their dialect. With as yet unprejudiced eyes, these British traders delighted in the delicate craftsmanship and attractiveness of Indian manufactures and took good advantage of their growing popularity in Britain and France. So lucrative was the trade that even though India would accept nothing but silver (or gold) in return, the East India Company prospered.

NEW CHIEF EXECUTIVE AT IMCA
Hugh Williams has been appointed Chief Executive of IMCA - The International Marine Contractors Association - taking over from Tony Read who is retiring. IMCA is the international trade association representing offshore, marine and underwater engineering companies. It was formed in 1995 from the amalgamation of AODC (The International Association of Offshore Diving Contractors) founded in 1972 and DPVOA (The Dynamic Positioning Vessel Owners Association) founded in 1990. IMCA members around the world include contractors engaged in pipelay, cable-lay, heavy lift, offshore diving, underwater engineering, ROV, offshore survey, inspection, maintenance and repair. Hugh Williams has wide experience of construction and marine operations. He has worked in marine contracting and consultancy with responsibilities in engineering, project management, business development and on the commercial side. His previous employers were Heerema Marine Contractors, and consultants Global Maritime and Noble Denton. This followed training as a Chartered Civil Engineer at ports and harbours consultants, Rendel Palmer and Tritton, with a period on the Thames Barrier site on the resident engineer’s staff, which included diver training at Fort Bovisand. "The role Hugh Williams assumes at IMCA is a difficult post requiring a broad skill set, I am delighted to have him on board," says IMCA’s President and Chairman John Smith of Halliburton Subsea. "His appointment will provide a natural catalyst for a re-focus of IMCA’s activities as we move into a new phase."
