The US does not want Russian arms to go to Tehran
Russia's arms exports reached a 10-year high in 2000 with sales nearing $4bn, a top Russian arms trade official said on Wednesday. Attending an international air show in India, the official, Viktor Komardin, said he had signed a deal to sell five Ka-31 long-range radar detection helicopters to the Indian Air Force for $100 million.
He also said a new $1bn contract with India for T-90S tanks and other weapons would be signed by the main Russian state-run arms exporter, Rosoboronexport, in the first quarter of this year. Russian defence officials say their goal is to sell $6bn of weapons per year - a fraction of the $20bn exported by the Soviet Union in the 1980s. A Russian think-tank last month estimated income from arms sales in 2000 at $3.8bn, up from $3.4bn in 1999. Customers China and India were the leading customers throughout the 1990s, each purchasing more than $1bn of Russian arms each year, but Russia views Iran as another promising market, despite US disapproval.

Introduction

Links Index India joins Development Centre Development Centre Published on: April 02, 2001 India became the 27th member of the OECD’s Development Centre in February, joining other non-OECD members Argentina, Brazil and Chile. India has had a co-operation programme with the OECD since 1997. India’s external affairs minister, Jaswant Singh (see photo), said his country’s membership of the Development Centre would strengthen this dialogue. The Development Centre’s president, Jorge Braga de Macedo, said the arrival of India, the world’s largest democracy and second most populous nation, as a member demonstrated the Centre’s inclusive approach to development. The Development Centre, established in 1962, is a semi-independent body within the 30-member OECD; 22 OECD countries as well as the EU are also members of the Development Centre. The centre works to foster policy dialogue and understanding between OECD countries and the developing world, notably through international meetings and publishing. The results and recommendations of its work are made freely available to OECD member countries and developing nations.

Links Index Indian power Electricity in India: Providing Power for the Millions Published on: August 23, 2002 Most of the problems of the Indian power sector arise from the present retail pricing system and from the fact that too little of it is actually paid for by the user. Out of total electricity generated, only 55% is billed and 41% is regularly paid for. Electricity is either stolen, not billed, or electricity bills are not paid. This amounts to a mass of implicit subsidy. Under-pricing is also a problem, as current retail prices of electricity represent less than 75% of real average costs. This has created a serious impediment to investments in the sector at a time when India desperately needs them. Just before its collapse, Enron was the largest American private investor in India. But it gave up on its 65% interest in Dabhol Power Company in Maharashtra after finding it impossible to get paid for power produced. The difference in this report from others by the IEA is that active government intervention is recommended to help prepare the way for an India-wide free power market. For the moment, no such market exists in India. Only the central government can create the conditions for it to emerge, by inducing the states to reform their bankrupt utilities, encouraging trade among states, and promoting an environment that will attract investment from home and abroad.
