    Lt. Gen. Duncan J. McNabb is Deputy Chief of Staff for Plans and Programs, Headquarters U.S. Air Force, Washington, D.C. General McNabb develops, integrates, evaluates and analyzes the U.S. Air Force Future Years Defense Program that exceeds $642 billion and the Air Force Long-Range Plan to support national security objectives and military strategy. The general is responsible to the Secretary of the Air Force and the Chief of Staff. Prior to assuming his current position, General McNabb was the Director of Programs with the Office of the Deputy Chief of Staff for Plans and Programs, Headquarters U.S. Air Force. He also served as Chairman of the Air Force Board and had oversight of all Air Force programs.

    Robert Emmons Appointed Inspector General for Federal Pension Insurer The Pension Benefit Guaranty Corporation (PBGC) today announced the appointment of Robert (Bob) Emmons as inspector general. "Bob has a vast knowledge of auditing business operations and performance," said PBGC Executive Director Steven A. Kandarian. "He brings considerable experience to the position and will have an opportunity to review and audit all core business processes at PBGC." Mr. Emmons comes to PBGC from the U.S. Postal Service Office of Inspector General, where he was acting assistant inspector general for audits, responsible for planning and supervising financial, performance and contract audits. From 2001 to January 2002, he served as assistant inspector general for eBusiness.

    Retired effective May 30, 2001
    Brigadier General William C. Jones is the assistant adjutant general for air, Headquarters, Virginia Air National Guard, based at Richmond International Airport, in Sandston, Va.. In 1960 he was appointed to the U. S. Air Force Academy. While there he lettered four years in track and was team captain his senior year. He received his commission as a second lieutenant in 1964. Upon completion of F-105 training in 1967, the general was assigned to the 333rd Tactical Fighter Squadron, Takhli, Thailand, where he flew 189 combat missions, 123 over North Vietnam. General Jones is a command pilot with over 6,000 flying hours in the T-33, T-37, T-38, F-102, F-105, F-106, A-7, C-26 and F-16 aircraft including over 562 combat hours.

    KSU AROTC History The history of the Military Science Department at Kansas State University dates back to the founding of the university in 1863. One of the provisions of the Morrill Act of 1862 specified that military training be made available to students at land-grant schools, to include Kansas State Agricultural College (KSAC, which later became known as KSU). The Reserve Officer's Training Corps (ROTC) was organized by the War Department to provide for a supply of reserve officers in time of war. Initially, the War Department could not furnish an instructor and military training was conducted under the supervision of a student with previous military experience. Student-conducted training continued until 1866 when General Ulysses S. Grant detailed Major General J. W. Davidson (with a permanent rank of Lieutenant Colonel in the Calvary) to KSAC as the first Professor of Military Science.
    In 1867 enrollment in ROTC during the freshman and sophomore years was compulsory at KSAC due to a faculty ruling. In 1868, a two-year course of military instruction was made a requirement for all men. Later, advanced courses were available for junior and senior members. In 1893, students had the choice of either military drill or calisthenics, and drill participation dropped to about half. The Board of Regents made military training mandatory in 1894 for all physically qualified male students below the third academic year. In 1902, the War Department issued General Order Number 94 that established a program of drill and classes. Uniforms were changed at that time to match the West Point Gray uniforms.

    The Office of Public Health and Science (OPHS) is under the direction of the Assistant Secretary for Health (ASH), who serves as the Secretary's primary advisor on matters involving the nation's public health and oversees HHS' U.S. Public Health Service (PHS) for the Secretary. The PHS is comprised of the eight health agency divisions of HHS and the Commissioned Corps, a uniformed service of more than 6,000 health professionals who serve at HHS and other federal agencies.
