  • Small, private Midwestern liberal arts colleges are going all out to recruit students, says an article in the June 22 New York Times. Faced with a population decline, a "comparison shopping" approach to higher education, and the prospect of distance education, schools are taking some aggressive and unusual approaches to net students. Recruiting from among immigrants, discounting tuition, and coming up with special attractions are among the lures. Among the trendiest: Storm Lake, Iowa's Buena Vista University, where a dazzling multimillion-dollar underground complex of classrooms and student services is an "academic wonderland," says the Times.
  • The University of California is an "academic world in turmoil" following the system's 1995 ban on affirmative action, says the June-July issue of Lingua Franca.

39 states State and county officials More Education Plays Education policy expert Ted Kolderie popularized the first charter school blueprint in a 1990 report for the Progressive Policy Institute. Former Minnesota State Rep. Ember Reichgott-Junge introduced and helped pass the first charter law in 1991. As a result, City Academy in St. Paul, Minnesota became the first publicly chartered school, opening its doors in 1992. In the intervening years, 39 states and the District of Columbia have passed charter school legislation. Nationwide, there are now over 2,430 schools serving over 580,000 children. "Charter school parents and teachers create new approaches to meet student needs, and the public school system responds and benefits from their energetic innovation and strict accountability."

    ELC Chief Executive Officer
Lisa Graham Keegan was named Chief Executive Officer of Education Leaders Council (ELC) in May 2001. Ms. Keegan is one of the nation's most prominent and outspoken education reform advocates, gaining national attention for her focus on student-centered funding and academic improvement, brought by a passionate belief that every child can learn. Keegan's policy expertise, combined with her history of successfully implementing state-level education reforms, has gained her national accolades, frequent media attention, and has made her a sought after education reform expert who frequently addresses Congress, state legislative bodies and education organizations.
Keegan was a founding member of ELC in 1995 and a key architect of the organization's growth from a small group for reform-minded state school chiefs to an organization of national prominence. Under her leadership, ELC's membership has grown significantly, both in numbers and diversity. ELC today stands as the nation's only "action" tank for education reform, with members from more than 30 states, representing the nation's most active and forward-thinking state-level education reformers. ELC is on the front lines of education reform at the federal, state, and local levels, with a membership that includes governors, state school chiefs, state boards of education, individual state and local school board members, business leaders, charter operators, district superintendents, principals, teachers and parents.
