Board of Trustees
TRA is managed by a board of eight trustees. The board consists of five elected trustees, one representative of the Minnesota School Boards Association, the Commissioner of Children, Families and Learning and the Commissioner of Finance. Four of the five elected trustees are active members of the Association and one is a retiree of the Association. The administrative management of the Association is the responsibility of The Executive Director who is appointed by the Board of Trustees. The Board of Trustees meets approximately six times per year to oversee the administration of the pension fund. Although the State Board of Investment manages all retirement investments, the trustees are required to become knowledgeable in both pension administration and investments under state law. As fiduciaries, trustees are held to a standard of care called the prudent person rule under which they must exercise their decisions in the same careful manner that they would use in making their own retirement decisions.

Variations in State Policies
Numerous commentators have proposed that charter school legislation be based on key principles, though people differ on specific recommendations. For example, Ted Kolderie, a leading advocate of charter reform legislation, proposed in 1990 several specific features for state charter school reform legislation, including the following:
  • States should permit more than one public organization to sponsor public schools. Thus, local school districts would no longer have the "exclusive franchise" to sponsor public schools.
  • The charter school should be a public nonsectarian school and be prohibited from using an admissions test or charging tuition beyond what the state and local community provide.
  • The charter school should be independent of local labor/management agreements, and could develop its own working conditions.
  • The charter school should have an explicit contract (or charter) for performance. Its continued existence should depend on whether the school's students achieved the goals set out in its contract.
  • In exchange for this explicit accountability, most state rules and regulations should be waived for the charter school.

    Private Colleges, Public Good Minnesota's Private Colleges and their graduates make important contributions to the cultural, economic and civic life of our state. At our 17 institutions we enroll 53,382 students, award one-third of the state's four-year degrees and enroll one-third of Minnesota's graduate and professional students. Nearly two-thirds of private college students come from Minnesota, and a similar proportion of college students remain in Minnesota after graduation. Minnesota's private colleges and universities provide the public benefit of high-quality educational opportunities for our state's citizens - without the use of taxpayer-paid operating subsidies received by public institutions. A number of our students do receive need-based financial aid from the federal government and the State of Minnesota. But in recent years, state and federal funding for need-based financial aid has fallen short of the rising costs of attending college - for both public or private institutions. Government Affairs The 17 private colleges and universities of the Minnesota Private College Council have independent boards of directors and individual presidents. They are organized around different institutional missions, and often have varying missions and religious affiliations. They compete with one another in the recruitment of students, as well as in athletics, academics, private funds and reputation. Our colleges and universities are challenged constantly to improve the services they provide to their students, and this serves Minnesota well.

    Though money is in short supply this legislative session, state Sen. Steve Kelley on Monday proposed a new teacher pay plan that gives school districts money for coming up with innovative contracts. "We have to decide what we want. Minnesota should be willing to pay for reform,'' said the Hopkins Democratic-Farmer-Labor legislator who chairs the Senate Education Committee. "My goal isn't to cut teacher compensation but to line it up to performance and student achievement.'' If every district participated, Kelley's plan would cost about $150 million. While alternative compensation for teachers has bipartisan support, Gov. Tim Pawlenty has said there is no money for such programs with the state facing a $4.2 billion deficit for the next two-year budget cycle. Kelley's proposal has the support of the Minnesota School Boards Association and Education Minnesota, the state teachers union.
