Finances and budgeting in K-12 schools
Nicola Alexander , assistant professor of educational policy and administration, analyzes these policy decisions to determine their impact and how that impact is distributed. Does a particular policy actually cause student performance to improve? If so, how is that improvement distributed among various groups of students within that system? "I'm interested in how we choose to allocate school resources to achieve stated goals—hiring higher qualified teachers, reducing class size, bringing in new curricula, improving the physical plant, those types of choices," Alexander says. "It's important to examine these issues because of the need for fairness, especially for children. Before implementing a policy, an administrator must ask, 'What effect will this policy ultimately have on all the children, regardless of background, in this school or this district? What kinds of assumptions am I making that are contributing to my expectations about how this policy will work?'" Standards-based education is a policy that says all children should perform to a certain level in order to be considered adequately educated. Expecting the best from every child is fair, Alexander says, if the schools and the community provide the resources that must realistically be made available so that every child can meet that goal. "I call that grounded idealism," she says.

Chris Collins , Hillside Elementary School Steve Collins , University of Minnesota A new tool, already revolutionizing teaching and learning, is available to classrooms around the country. The tool: the Internet. For many years computers have been used as a separate part of the curriculum. We taught Lego Logo, keyboarding, and simulated real life using our computers. Now, in the age of graduation standards and curriculum compacting, educators are beginning to use computers and the Internet as a teaching tool...a means to an end instead of an end in itself. Through use of the World Wide Web, teachers share lessons, curriculum and ideas without ever leaving their own classrooms. Having access to the Internet gives educators a powerful tool to conduct research in teaching practices from their desktop. They use this tool to access information and conduct research on current educational trends that effect their classroom. The opportunity to learn from each other improves what happens for learners and strengthens each teacher's ability to meet individual student needs. The World Wide Web is a wonderful vehicle to publish student work. Currently, more than 2,000 K-12 schools publish student work on the Web providing a global audience for their students. It may be as simple as a page describing a student's goals, interests, and family. One such sixth grader, Erica, wrote about her family, her school activities and her love for music and reading. Through the web, Erica was able to create a global presence for herself and to begin communicating to people around the world with similar interests. Erica received mail from musicians and even a famous author who asked for her help in creating a home page.

It is one of the largest local employers. In addition, District 518 Special Education operates a residential facility for the neurologically and physically handicapped students. First opening for the 2001-2002 school year, Prairie Elementary is the largest Greater Minnesota elementary school and is the newest facility in District 518, made up of the communities of Bigelow, Reading, Rushmore, Wilmont and Worthington. The pre-kindergarten through fifth-grade facility is made up of three "houses" consisting of Early Childhood Special Education-kindergarten-first grade house, second-third grade house, and fourth- and fifth-grade house. Competing the 149,000 square foot facility are a gymnasium, administration and special education offices, cafeteria, music rooms and media center.
