Few concerted efforts at comprehensive education technology planning and/or infrastructure are being made in the state. The Minnesota Department of Education (MDE) is beginning to re-initiate its efforts. Local Efforts Each district is responsible for planning. Those with Interactive TV (about 34 co-ops) do work together in long-range planning. State Efforts State efforts have focused on the Internet. About 1,000 schools are participating in a two-year demonstration. The MDE also is taking the lead for Mastery/Outcome software. A plan will be ready by August 1994. Financial Aspects Few, if any, new dollars are available. The SEA is requesting eight staff positions to help schools plan distance education and computer networks. Key Groups in Educational Technology
  • Higher education has taken the lead in telecommunications networks and lines for data, video, and voice. K-12 will ultimately cooperate with these agencies.
  • Senator LeRoy Stumpf of Thief River Falls is the primary legislative person interested in technology. His area of concentration is higher education. Both Senator Stumpf and the MDE want K-12 to piggyback with higher education.

Model Pesticide Notices
The Minnesota Legislature passed a new law called the Parents Right To Know Act of 2000 ( M.S. 121A.30 ). This law requires public and non-public K-12 schools, that plan to apply pesticides specified in the law, to provide notices to parents and employees. This law also requires the Minnesota Department of Health (MDH) to develop and make available model notices for schools to use, if they choose to do so. Schools are required to provide notification only if they apply the pesticides specified in the law. These pesticides are (1) toxicity categories I, II, and III pesticides, which are classified by the US Environmental Protection Agency (EPA), and (2) restricted use pesticides, defined by federal law. (To determine the toxicity category of a specific pesticide product, refer to the Department of Children, Families, and Learning web site: http://cfl.state.mn.us/pesticide

K-12 Funding in Minnesota
  • For the school year that begins this fall, the Legislature has approved a funding increase that averages 2.6 percent per student when compared to the amount of money available to Minnesota's public schools in 2000-2001. Despite the increase, some school districts actually will receive fewer dollars than they did last year. This is due to a variety of factors, including the loss of $70 million in one-time funding and declining enrollments. Another way of calculating the 2001-2002 increase takes into account the fact that school districts already were scheduled to lose $70 million that was available only last year. When the funding increase approved by the 2001 Legislature is added to the reduced "base" for 2001-2002, it averages 3.6 percent per student.

    State Library Agency MLA/MEMO supports the existence of a strong state library agency to coordinate statewide library issues and services. The Minnesota library community has come together to identify a clear vision for library service in the state and requires state government leadership to carry that vision forward. MLA/MEMO requests that the Governor and Legislators provide funding for the restoration of mandated services through adequate staffing and operations. Regional Library Systems MLA/MEMO supports an annual appropriation increase for regional public library system funding in the amount of $1 million. While funding for public library support has increased only negligibly since 1992, demands for increased services from public libraries are growing at an astounding rate. Children’s programs, literacy efforts, and support for multicultural populations are all services supported by the sharing of resources that has been fostered by regional public libraries supplying interlibrary loan, automated systems and delivery of materials. MLA/MEMO supports an annual appropriation increase for multi-type library systems in the amount of $116,000. This increase will allow multi-type systems to continue to develop and improve library services throughout the state of Minnesota through sharing of resources among all types of libraries; communication and cooperative planning for more efficient use of resources; and continuing education and staff development opportunities.
