Kathy Wolf asked if space for a school store had been designated in the new activity center. Mr. Odland reported that it would likely be placed near the concession area we currently have rather than in the new structure. She also reported that the entry of JHS, outside the office area will be lplanted in perennial flowers to be more inviting. Adam Groebner said Student Council had been looking into this also. It was determined that hostas would be planted next spring, based on input from hosta expert, Pam Haugen. A call will go out for those with prolific plants that need dividing at that time.
Student Council Report - Adam Groebner. Additional information regarding Homecoming activities and Adopt-a-Hallway program stated above was given. He explained the next project will be a Food Drive the second week in Dec., with competition between 1st hour classes, advertising in the Sun Current and neighborhood canvassing to increase the total intake. He asked for ideas to promote the collection.
Parking and Traffic Report. - Mr. Odland met with Bloomington Police to improve traffic flow and safety along 102nd St. It has been decided to flip "blue" staff lot and "orange" student lots beginning Nov. 9th. Staff will enter by center driveway, turn left and park by garage doors. Students will enter and turn right. Volunteer spaces will be added, others may use additional spaces in staff area as long as they sign in at the office with license numbers. Parking will remain an issue until construction is done. Many thanks to teachers who moved their cars to Olson lot during conferences so there was more room for parents.

The Silha Center The Silha Center was established in 1984 with a grant from Otto and Helen Silha. The Center’s primary function is to conduct research in areas where legal and ethical issues converge and to monitor changes in law or in journalistic practice that may result. The Center mounts an endowed annual public lecture and also sponsors forums on a variety of topics. Privacy, arts criticism, confidential sources, ethical issues in business and political reporting, “sweeps month” mentality in reporting, and the law and ethics affecting film restoration are among topics covered in recent years. The Center funds graduate student research, publishes the Bulletin, a quarterly newsletter, cosponsors Media Ethics, a national newsletter published at Emerson College, and is a member of the Advisory Council for the Cornerstone Project, a public awareness and education program aimed at celebrating the First Amendment. In 2001, the Silha Center co-authored an amicus brief in Universal City Studios, Inc.v. Reimerdes, an important First Amendment case before the U.S. Court of Appeals for the Second Circuit. The Silha Center also provides information and comment to scholars and media professionals, both nationally and internationally. It offers print, audio, and video copies of the annual lectures, media law and ethics bibliographies, and a number of publications from the now-defunct National News Council. A compilation of the Council’s determinations is also available through the Center.

School Finance Questions and Answers 1) Who determines the amount of money schools receive? The state determines how much money a school district will receive. The state sets funding formulas that both allocate money to the schools (state aid) and determine the maximum amount a school district can request from their voters through local property taxes (referendum). The state also decides what portion of funding comes from local property taxes, state aids and student fees. Think of school funding as a piece of fabric. The state determines the maximum size (amount of funds), threads (property taxes, referendum and state aid) and design guidelines (mandates to pay for certain things) of the fabric. Each school district then determines the pattern (budget) of the educational fabric. 2) Why were so many school districts forced to make large budget cuts this year? Lower-than-expected state funding (revenue) coupled with higher-than-expected cost increases (expenses) stretched many 2002-03 school budgets. Education costs are simply increasing faster than the money provided to pay for them. Increasingly, schools are expected to do much more with much less. In an effort to maintain programs and class sizes for students, a record 180 Minnesota school districts offered referendums to their voters in November 2001 asking for additional revenue. Short timelines made it difficult to build public understanding of recently enacted school funding and property tax changes. The backlash from a failing economy and Sept. 11 also affected people's willingness to support increased funding of any sort.

BACKGROUND:
This project was funded by an LSTA grant titled The Public Library's Role in Student Success: a Planning Grant to Determine Best Practices for Multnomah County Library. For one year (January 2001-January 2002), two Multnomah County librarians conducted research, interviews, focus groups and surveys in an effort to identify the most effective strategies for the public library in supporting the academic success of students attending the eight public school districts in Multnomah County.

ESA members reported changes in their states (some expected, some not) as a result of recent elections. Illinois has a new governor, Republican George Ryan, who has promised to designate 51 percent of general revenue funds for education and work force readiness. Minnesota's surprise winner in the governor's race is Jesse Ventura, a Reform party candidate. Governor Ventura has put together a $33 billion budget that includes 5.3 percent for education, the highest funding since 1992. Iowa and Ohio have also elected new governors. Iowa's Thomas Vilsack is a Democrat; Ohio's Bob Taft, a Republican. Both Illinois and Ohio have new state superintendents. Max McGee is Illinois's first state superintendent coming directly from the local superintendency. McGee wants to move forward with the standards implementation and quality assurance and stop measuring schools according to a single state assessment figure and then comparing them across state by the mean score. Ohio's new state superintendent, Susan Zelman, has never been a superintendent or a building principal. She has, however, worked extensively with legislators and has both university and state department background. Professional Standards
Indiana is halfway through the first year of a professional standards pilot. A teacher coming out of school now holds a provisional license for the first two years. After that, the teacher's portfolio and performance will be evaluated by local corporations that will make recommendations for a permanent teaching license. Another change taking place is that teachers can no longer get their teaching license renewed in any subject area; they have to take continued advanced study in one topic area. In three years, this will be a statewide requirement.

David V. Loertscher, MLS, PhD
Dr. Loertscher is a Professor at the School of Library and Information Science of San Jose State University where he administers the K-12 library credential program. A past president of the American Association of School Librarians (1995-96), he is a former elementary and secondary library media specialist, and is well-known as an author and speaker on school media centers and educational technology. His book Taxonomies of the School Library Media Program (Libraries Unlimited, c1988) is regarded as the foundation of today's view of the role of the school library in the educational process. Available online is his 1997 paper The Information Literacy Movement of the School Library Media Field: A Preliminary Summary of the Research co-authored with Blanche Woolls. His professional writings have also appeared in School Library Journal and School Library Media Quarterly , and he is the author of numerous books including:
