Minneapolis is in east central Minnesota, USA. Together with St.Paul, it makes up the "Twin Cities". St.Paul is the state capital, and slightly smaller in population. Both cities grew from settlements of the Mississippi river, which runs between them. Minneapolis began as a milling town next to St.Anthony falls, which is where downtown Minneapolis now stands. Minneapolis has an extensive park system built around it's lakes and Minnehaha Creek . The larger lakes are Calhoun, Harriet , and Nokomis . The city's nickname is "The City of Lakes", and an Aquatenniel each summer centers around water-related activities. The quality of life here is usually rated above average by measures of employment, healthcare, wages, crime, and schools. Minneapolis has several retail districts with street-level shops. Two examples are the West Bank and

Testimony by Minnesota State Representative Alice M. Seagren Subcommittee on Oversight and Investigations
Committee on Education and the Workforce
United States House of Representatives
Bloomington, Minnesota June 6, 2000
Congressman Hoekstra and Members of the Committee, Thank you for coming to Minnesota and inviting me to testify on the charter school system in our state. Charter schools have become a choice for parents and children within the public school system. Let me begin by giving you a brief history of charter schools in our state. As you may know, the idea for charter schools began in Minnesota in 1991. When first suggested, the program was politically contentious. Teacher unions and many school districts claimed that charter schools would destroy public education. Among the concerns sighted was the fear elitist schools would develop, siphoning off the best and brightest students. Another was the idea that charter schools were an attempt to break up the teacher unions. An argument was also made that if charter schools could be free of many of the regulations and mandates, why couldn't all public schools have the same exemptions. School boards also were concerned that they would lose some revenue as students left for charter schools. Nevertheless, the proposed legislation prevailed and charter schools were launched. Today, we have 69 charter schools in Minnesota either open or approved. Our law has continued to evolve from its original language which capped the growth of charter schools at 8 schools and was probably more restrictive in its inception than laws of other states that have followed. The St. Paul School District sponsors 12 charter schools.

Review of Charter School Legislation Provisions Related to Students with Disabilities, September 1998
    General Legislative Provisions
This first part of the review examines statutory provisions that have implications for, but do not necessarily address directly, students with disabilities or special education. Various provisions in state statutes grant charter schools varying levels of authority to govern themselves and to make decisions regarding the operation of the schools, including decisions related to personnel, curriculum, and expenditures. The extent of a charter school's operational autonomy will have an impact on how special education programs are implemented in these schools. As described in the following paragraphs, statutory provisions that give higher levels of autonomy include ones that allow or require charter schools to (1) operate independent from local school districts, (2) make their own personnel decisions, (3) be exempt from state and district education laws and regulations, (4) assume liability for their actions, and (5) receive their funding directly from the state. Independence from districts.
