Court TV A young woman with flawless ivory skin, curly black hair and a well-toned physique stares intently with an air of confidence expected from an ambitious 23-year-old with her life ahead of her. Forget about her romantic link to Calif. U.S. Rep. Gary Condit. And Chandra Levy is just another pretty face in a large crowd of young women who go missing every year without a trace. "This Web site was created so that anyone knowing anything that might lead us to Chandra, or wanting to help us spread the word about her disappearance, can easily find where to call, access news updates, and download flyers for print and email," the letter from Bob and Susan Levy states. The Levy family contacted the Modesto-based Carole Sund Carrington Memorial Foundation, which helped get the site up. Established in memory of three women killed last year in Yosemite National Park, the foundation offers rewards for information about missing persons and crimes against them, if applicable. The organization held a candlelight vigil in honor of Chandra Levy in Modesto in mid-May and currently features rewards for 13 other missing adults and children. The Chandra Levy site, which went up May 13, is also affiliated with National Missing Childrens Organization and Center for Missing Adults in Phoenix, Arizona. The group's

Return Home History of the Amber Alert Plan In January 1996, nine year old Amber Hagerman was riding her bicycle when a neighbor heard the girl scream. The neighbor saw a man pull Amber off her bike, throw her into the front seat of his pickup truck, and drive away at a high speed. The neighbor called police and provided a description of the suspect and his vehicle, but couldn't recall much else. Arlington, TX police and the FBI interviewed other neighbors and searched for the suspect and vehicle. Local radio and TV stations covered the story in their regular newscasts. Four days later, Amber's body was found in a drainage ditch four miles away. Her throat has been cut. Her kidnapping and murder remain unsolved. A concerned citizen contacted a Dallas, TX radio station suggesting the idea that Dallas radio stations should repeat news bulletins about abducted children just like they do severe weather warnings. The idea was presented to the general managers of the radio stations in the Dallas/Fort Worth area. They agreed that such a program would provide an important public service and might help save the life of a child. The Dallas Amber Plan was started in July 1997 to help safely recover missing children that police believe have been abducted. Since then, the program has successfully recovered eight children and expanded to other cities and states nationwide.

THE DALLAS AMBER PLAN
The Amber Plan was started in July 1997 to help safely recover missing children that police believe have been abducted. The Association of Radio Managers (ARM) in Dallas, Texas, created the program in memory of 9-year-old Amber Hagerman who was abducted and murdered in 1996. The goal of the Amber Plan is the safe recovery of missing children that a law enforcement agency believes has been abducted and is in danger of serious harm or death. Missing adults, runaways, and children taken in child custody disputes usually do NOT qualify for Amber Plan activation. How does the Amber Plan work? In Dallas, for example, a law enforcement agency faxes an Amber Alert message to two radio stations in Dallas. Those stations will relay the message to other radio and television stations using the Emergency Alert System (EAS), the same system used to broadcast severe weather warnings and TV crawls. Broadcasters agree to interrupt their programming and broadcast the Amber Alert message (and any updates) every half-hour for the next two hours or until the child is safely recovered.

Please Help Me Find My Two Boys My two sons, Landon and Logan Walker, were abducted (on November 5th 1999) by their father Craig Walker. He picked them up on November 5th, 1999, for their weekend visitation and never returned them home. Craig had found a buyer for our Germantown, Tenn. home and hired someone to pose as me. Her name is Jeannice Buris Gage. She obtained an Arkansas drivers license with her photo and my information. Also on November 5th, 1999, Craig and Jeannice (posing as Christy Walker) closed on the sale of my home then went to a National Bank where my signature was forged again and a check was cashed for more than $26,000.00, the proceeds from my home. Craig had also obtained passports for my children and himself, without my knowledge. To this date the authorities do not feel the passports have been used. Nurse Researcher Identifies Search Criteria for Wandering Alzheimer's Patients By Catherine A. Clay-Antoine Less than 4 percent of memory-impaired adults who wander away from home are able to return unassisted, according to a new University of Florida study. The findings, based on data collected through the national Alzheimer's Association Safe Return Program, underscore the need for public safety agencies to establish procedures for launching search-and-rescue efforts quickly when a missing person has Alzheimer's disease or another form of dementia, a UF nurse researcher said. "Law enforcement agencies often delay activating a search for missing adults because they assume the adults will return home on their own," said Meredeth Rowe, an associate professor at the UF College of Nursing and the UF Institute on Aging. "However, this research clearly shows those policies need to be different for adults who are cognitively impaired as a result of Alzheimer's disease or other forms of dementia." Realizing the UF study results may be critically important in helping to find such adults, the American Journal of Alzheimer's Disease and Other Dementias has given permission to release the research findings before publication.

    Project Find deals with grave situations of intense consequence to those involved: Missing, Lost, or Abducted Children & Adults. Since 1998, Project Find has been utilizing psychics, intuitives, and otherwise gifted individuals to help in solving "missing persons" or "abducted children" cases. Project Find consists of an all volunteer staff which is happy to be of service and to help those in need. Although these services are given freely, and often at significant emotional and physical expense of the volunteer involved, their value is beyond measure to a family with a lost or abducted child or adult, and should not be taken lightly or utilized frivolously. Project Find has been assisting in finding lost, missing, or abducted children and adults since 1997, and has an excellent success ratio.

    The 1992 National Adult Literacy Survey: Low Literate Adults (Procedures for Treating Missing Responses To Literacy Tasks)
    Procedures for Treating Missing Responses to Literacy Tasks
    For this survey, several procedures were developed to reduce biases due to nonresponse, based on how much of the survey the respondent completed. Individuals who refused to participate before any information about them was collected were omitted from the analyses. Because they were unlikely to know that the survey intended to assess their literacy, it was assumed that their reason for refusing was not related to their level of literacy skills. Some individuals began the interview, but stopped before they completed at least five literacy tasks on each scale of the assessment. The survey interviewers were trained to record accurately their reasons for stopping. Their reasons were subsequently classified as either related or unrelated to literacy skills. Literacy-related reasons included difficulty with reading or writing, inability to read or write in English, visual impairment, or mental or learning disabilities. Other respondents gave no reason for stopping, or gave reasons unrelated to their literacy, including physical disabilities, time conflicts, or interruptions.
    Overall, 88 percent of respondents completed the assessment (at least five tasks on each literacy scale). Twelve percent started the survey but broke off the assessment before completing five tasks. About half of these individuals, or 6 percent of the adult population, did not complete the assessment for reasons related to their literacy skills, while the other 6 percent did not complete it for reasons unrelated to literacy or for no stated reason. (Five responses was the minimum number needed for sufficient scoring accuracy. While others may have broken off the assessment after attempting five or more tasks on each scale, no special procedures were needed to estimate their proficiencies.)
