COMS - General Information COMS The Institute of Marine Sciences was founded March 1996 by the Mississippi Board of Trustees of State Institutions of Higher Learning. In February 2001 the name was changed to the College of Marine Sciences (COMS). The purpose of the College is to provide a single administrative unit to contain the diverse programs in the marine sciences in existence within The University of Southern Mississippi (USM) and those that resulted from the incorporation of the Gulf Coast Research Laboratory (GCRL) into its administrative organization. This combination of programs provides USM and COMS with significant facilities, expertise, and capabilities in the marine sciences. COMS programs include facilities at four campuses, involve more than 200 personnel, with combined budgets exceeding $12 million dollars. The COMS is administered by its dean, Dr. Vernon L. Asper

MISSISSIPPI TO SETTLE SUIT ALLEGING DISCRIMINATION IN
STATE'S HIGHER EDUCATION SYSTEM
WASHINGTON, D.C. - The Justice Department and a group of Mississippi residents have reached a $500 million agreement with the state to settle a lawsuit brought 25 years ago to desegregate Mississippi's higher education system. The agreement in Ayers and United States v. Musgrove brings to an end a class action suit filed in 1975 by black Mississippians to desegregate the states's public colleges and universities. The suit sought to improve academic programs and facilities at the state's three historically black universities: Jackson State, Alcorn State, and Mississippi Valley State. The suit also sought to increase access for all students to the state's four-year colleges by removing barriers to choice. The United States intervened in the case as a plaintiff shortly after it was filed. "The important agreement that we have reached with the state of Mississippi will increase access to quality educational opportunities and benefit all of Mississippi's students and citizens," said Attorney General John Ashcroft. The agreement calls for $246 million in funding over a 17-year period for academic programs at the state's black universities. Another $75 million in funding over five years will be spent on capital improvement projects at these universities. The agreement also provides $70 million in public endowments and up to $35 million in private endowments for the historically black colleges and universities over a 14-year period.

This legislative session will be remembered as one of the most challenging, due to the depressed economic climate that Mississippi, like so many states is facing. Although the struggle was long and tough, MAE successfully lobbied to protect funding of the Mississippi Adequate Education Plan as well as to restore educational enhancement funds and textbook money to the classroom and to protect the teacher pay raise.
In summary, the following successes were achieved:
  • Senate Bill 3198 restored the $50.6 million of the cuts made in February
    for the current year
  • Mississippi Adequate Education Program was funded at the 2002 level
  • The teacher pay raise was protected
  • Education appropriations bills were amended by $64 million for additional funding of K-12 for 2003. This is a result of a one-time acceleration in the payment of corporate taxes
  • Education enhancement funds and textbook money was restored to the classroom
  • Effective alternative certification legislation was passed
Although education is fortunate in the overall funding level, we do have funding shortage issues for approximately 50 school districts. This is due to the fact that MAEP although increased, was still under-funded by $60 million (to fund at 100%).

Return to MSDH Home Page Coordinated School Health Program The mission of the School Health Program is to increase the proportion of schools that implement the CDC eight components model (Health education, Physical education, Health services, Nutrition services, Counseling/psychological/social services, Health school environment, Health promotion for staff, Family/community involvement) of a Coordinated School Health Program (CSHP). The school health coordinator acts as a liaison to the Mississippi Department of Education (MDE) and the Mississippi Alliance for School Health (MASH). Within the Division of Health Promotion, the school health coordinator directs the agency's efforts to improve school health programs. The program coordinates initiatives with other activities such as immunization, HIV/STD prevention, epidemiology, injury/violence prevention, chronic disease, cardiovascular disease prevention, and community health within the Office of Community Health Services. Program activities are also coordinated with the Division of Tobacco Policy and Prevention, the Office of Personal Health Services, and Health Communications/Public Relations. The school health coordinator partners with the Mississippi Department of Education (MDE) and the Mississippi Alliance for School Health (MASH) to further improve coordinated school health programs in Mississippi public schools.

Bureau of General Environmental Services The Bureau of General Environmental Services encompasses programs in four broad areas: food, milk, onsite wastewater, and institutional services. Within the bureau, a public health entomologist directs the statewide entomology/vector control program, assisting all four programs through identification of insects and rodents, consultation on public health pest management, and prevention/control of insect-transmitted disease outbreaks. In addition, the entomologist works closely with municipalities, providing expertise and advice on mosquito control. The Food Protection Division targets its efforts to reduce the risk factors which contribute to food-borne illnesses and provide quality assistance and training to the food industry to ensure that facilities comply with state and federal requirements. Food facilities must receive an annual permit from the MSDH to operate. Public health environmentalists in each county health department inspect food facilities, with the inspection frequency based on risk factors which contribute to food-borne illness. Every food service facility must have a certified manager, and numerous specialized training programs are available to all of the food industry.

As staff of the Board of Trustees and the Commissioner, the Office of Public Affairs coordinates communication about Board goals, policies and outcomes with two major constituencies: governmental officials and the media. These functions are carried out in cooperation with the universities, high school counselors, businesses and others. The office also provides leadership with respect to increasing access to higher education. Three full-time staff serve this office. The following initiatives have been developed in collaboration with university, Commissioner's Office colleagues, high school counselors and businesses following review of the results of the statewide survey, which was conducted in 1994 at the request of the President's Council concerning Attitudes of Mississippians toward Higher Education.

We meet in troubled economic times. Like every other state in the nation, we are suffering from a national recession that is draining our resources. We must understand the economic realities of the day, and be realistic about our responsibilities. Every day we see more evidence of the magnitude of this problem. The stock market has lost $7 trillion, and more than a million Americans have lost their jobs. The persistent national recession is causing major budget shortfalls in almost every state. Drastic measures are being taken. Schools in eight states, including Arkansas and Louisiana, are cutting back to a four-day week.
