Outdoor News . Used with permission. The DNR is considering a new size limit that could increase bluegill size on the Mississippi River. Photo: Shawn Perich. It all started during the early 1990s. That is when Dan Dieterman, fisheries specialist with the DNR in Lake City, was busy conducting angler surveys. The common theme heard from anglers were gripes about the stunted size of bluegills from the Mississippi River backwaters. That should not have been a big surprise. Dieterman says that during the past 25 to 30 years, the nature of the big river has changed. Wintering areas for fish like bluegills have been reduced due to sedimentation. That leaves bluegills vulnerable to angler harvest, especially in winter.

Although there is no generally available compilation of session laws in electronic format, the final text of bills as passed are available over the Internet through the Legislature's ftp server

Dear Mr. Tyner: FERPA is a Federal law that gives parents the right to have access to their children's education records, the right to seek to have the records amended, and the right to have some control over the disclosure of information from the records. When a student reaches 18 years of age or attends a postsecondary institution, he or she becomes an "eligible student" and all rights under FERPA transfer from the parent to the student. FERPA defines "education records" as "those records, files, documents, and other materials which -
    (i) contain information directly related to a student; and
    (ii) are maintained by an educational agency or institution or by a person acting for such agency or institution.
