  • Schools work to help students cope with family in military By Sylvain Metz
    smetz@clarionledger.com
Mississippi schoolchildren with parents in the military are frightened. Travelers are skittish. Gas prices are up. State officials are on standby. And all that was before President Bush told the nation Monday night that Saddam Hussein had 48 hours to leave Iraq or face military force. With the United States on the brink of war, Mississippi schools have been preparing to help students cope with family members being deployed and to keep them safe in case of terrorist retaliation. "Some of the children are having real adjustment problems with mama or daddy off somewhere in the world. It's very frightening to the students," Hinds County schools Superintendent Phyfa Eiland said.

Las Veinas Abiertas del Pueblo Latino
The Open Veins of the Latin Community
by Mario Hardy, CCCO Third World Outreach Coordinator In 1999, military recruiters are making unprecedented efforts to lure Third World youth into the lowest ranks of the military. Latinos comprise the most sought-after group of prospective recruits in the land. For the past year, Secretary of the Army, Luis Caldera has been trotting the country, invading inner-city schools, telling tales of unlimited opportunity for Latino youth in the armed services. If careers in the military are a world of opportunity for Latino youth, why does it continue to hold true that only 3% of commissioned officers are Latino, as compared to their white counterparts who make up 81% of officers? [Army Times, 6/21/99] Furthermore, why is it that according to Army Times staff writer, Jane McHugh, "Most enlisted Hispanics are in the lower pay grades, with the biggest concentrations in the private first class and corporal/specialist ranks"? A glaring example of the poverty draft at work is in the case of Puerto Rico. On the island, unemployment is 13.5%, more than double the national average of 5% according to the National Center for Policy Analysis. In addition, wages and salaries are low, per capita income is $8,000 annually, compared to $18,000 in the poorest state, Mississippi. Thus, it is far from coincidental that, according to Jane McHugh [Army Times 6/21/99], "The San Juan and Aguadilla (recruiting) companies averaged nearly 900 Regular Army and Army Reserve recruits in 1998, and nearly 800 in 1997." To offer perspective, the average for the Army’s other 240 recruiting companies was half of these totals! This situation in Puerto Rico is but one case of what is happening in Latino communities across the land.

Historic military school battles debt and declining enrollment by Bob McEowen Above:
A female cadet receives a promotion at Boonville's Kemper Military School. The school declared bankruptcy at the end of the 1999-2000 school year and announced it would close. Due to an outpouring of support from parents and alumni the school remained open and is currently reorganizing in order to recover from financial difficulties
When Kemper Military School announced last spring it was unable to pay its bills and would close many people felt an unexpected sense of loss. Perhaps it was just the notion that something old and solid had faltered. After all, Kemper has been a Boonville institution for more than 150 years. "It's a sad thing to see it all go by the wayside. All those people on the wall, you kind of lose a place of identity with them and that's a terrible thing," says Timothy D. Hanna, a retired U.S. Army command sergeant major and Kemper's commandant of cadets. Hanna refers to hundreds of photographs of graduates which line the halls of Kemper's administration building. But more than the ranks of "Old Boys," the legions of former cadets of the school, Hanna says he mourned the closing for the sake of the current cadets. "I felt bad for the kids who don't have a better place to go and might not find a place to go," he adds. "I felt it was another thing society couldn't afford to allow to happen because I think there's a need for military schools more than ever before."

Internet users can "visit" museums and military academies remotely, participate in electronic discussions on topics of interest, search the library catalogs of hundreds of libraries around the world, and retrieve press releases, photographs, and sound recordings. There are virtual libraries and online reading rooms accessible twenty-four hours a day on the Internet, through which users can read and retrieve portions of dictionaries, encyclopedias, speeches, classic books, and other information. Internet users can also obtain the full text of historical documents such as the Magna Carta, the Mayflower Compact, the colonial Military Instructions of 1636, the U.S. Constitution, the German and Japanese surrender documents of 1945, the Tonkin Gulf Resolution of 1964, and many others.

Mississippi , one of the East South Central states of the United States, bordered on the north by Tennessee, on the east by Alabama, on the south by the Gulf of Mexico and Louisiana, and on the west by Louisiana and Arkansas. The Mississippi River forms almost all of the western boundary, and the Pearl River forms part of the southern boundary. Mississippi entered the Union on December 10, 1817, as the 20th state. Its economy was mainly agricultural until the middle third of the 20th century, when manufacturing became the dominant economic sector; service industries have become increasingly important in recent decades. Jefferson Davis, the president of the Confederacy during the American Civil War, resided here. The name of the state is taken from that of the Mississippi River, the name of which is derived from an Algonquian Indian term for “big river.” Mississippi is called the Magnolia State. Land And Resources Mississippi, with an area of 125,443 sq km (48,434 sq mi), is the 32d largest state in the U.S.; 5.5% of its land area is owned by the federal government. The state is roughly rectangular in shape, and its extreme dimensions are about 530 km (about 330 mi) from north to south and about 290 km (about 180 mi) from east to west. Elevations range from sea level, along the Gulf of Mexico, to 246 m (806 ft), atop Woodall Mountain in the northeast. The approximate mean elevation is 91 m (300 ft). The state's coastline is 71 km (44 mi) long.

Tuesday, October 29, 2002 Clark Praises Congress, President For Passing National Election Reform Law
FOR IMMEDIATE RELEASE: October 29, 2002
    CONTACT: David Blount, 601-359-6342
Secretary of State Eric Clark today praised Congress and President George W. Bush for a comprehensive new law that will dramatically improve elections in Mississippi and the nation.
"The legislation signed today by President Bush does more to improve and strengthen our democracy than any federal law in many years," Clark said.  "Once funded, it will make our electoral process better for every single American voter."
The Help America Vote Act of 2002 (H.R. 3295) passed the U.S. House of Representatives earlier this month by a vote of 357-48.  All Mississippi Congressmen voted for the bill.  It passed the Senate by a vote of 92-2 with Senators Cochran and Lott voting in support.  The law authorizes the appropriation of approximately $3.9 billion to the states to replace punch card and lever voting machines, clean up voter rolls, and improve the administration of elections nationally.  Mississippi is expected to receive approximately $20 million.
Mississippi elections laws passed earlier this year at the recommendation of Clark's 2001 election task force put the state in a good position to move quickly and put improvements in place for upcoming elections.

Eyes Right!A return to Jefferson Barracks
by Thomas Lynn The current is swift where the Mississippi flows between Missouri and Illinois and opposing shores are often a mile apart. Coal barges compete daily with festive paddle wheelers ferrying pleasure seekers southward toward New Orleans. An observation point south of St. Louis boasts of a Spanish-American War cannon guarding the river traffic like an ageless sentinel. A visiting stranger might sense the ambience of a host of uniformed marching spirits parading with rifles reflecting the bright rays of an afternoon sun. I first stood here as a seven-year-old to scratch my initials like thousands before me on that cannon. The year was 1937 and from this vantage point I watched the muddy river lap at the railroad tracks below the green carpeted incline that rose steadily higher until it reached the confines of the Post Headquarters building. The river, both hypnotic and musical, brought life to the old stories of the frontier. This was Jefferson Barracks, now quietly reflecting upon an illustrious past; an army post carved from the American wilderness to furnish a military entourage for wagon trains carrying settlers to the westward prairies. As a boy, I recognized the names of soldiers who once paraded on these grounds ‹ Zachary Taylor, Robert E. Lee, Ulysses S. Grant, Jefferson Davis, William Tecumseh Sherman, Philip Sheridan, Joseph Johnson, Braxton Bragg. Peerless soldiers, one and all.
