January 2003 lott.senate.gov Biography of U.S. Senator Trent Lott of Mississippi Trent Lott is entering his fourth decade of service in the United States Congress on behalf of the people of the State of Mississippi. A champion of a strong national defense, he remains dedicated to encouraging economic growth and protecting Americans' economic security by getting government off their backs and out of their pocketbooks. Seven Presidents have known both his cooperation and his opposition, for he has kept Mississippi and his country ahead of partisan and personal concerns. Leadership As the House Republican Whip in 1981, he forged the bipartisan alliance that enacted President Ronald Reagan's economic recovery program and his national security initiatives. Part of the reason for this and other victories was Congressman Lott's creation of the House of Representative's first modern whip organization, focusing on regular member-to-member contacts and extensive outreach to sympathetic Democrats. Counting votes, building coalitions, and moving legislation were things he seemed born to do, and he genuinely enjoyed the process. Elected to the Senate in 1988, he was a member of the group of pro-growth stalwarts who opposed the tax increase forced on President Bush in 1990. When he became the Senate's 16th Majority Leader in 1996, he again put his coalition-building skills to the test and, along with House Speaker Newt Gingrich enacted the historic welfare reform bill of 1996.

Patriot's Grove
Waterways Experiment Station On May 17, 1995, twenty-one trees were planted on the grounds of the U.S. Army Engineer Waterways Experiment Station (WES) and dedicated to all recipients of the Congressional Medal of Honor from the state of Mississippi . Since the Medal of Honor was first established by Congress and signed into law by Abraham Lincoln, there have been eighteen Mississippians who have served their country with "valor above and beyond the call of duty" meriting this most prestigious medal. The twenty-one trees represent a Living Classroom. Each tree has been grown from seed handpicked from trees that stand at historic sites and homes. The living legacy these trees represent has been planted so that generations of students, teachers and visitors can feel their tangible link to the great history of the United States of America. At Arlington National Cemetery, the National Living Classroom was planted on Arbor Day, 1994. Across the nation, military installations, communities and schools have joined in honoring the 3,404 recipients of the Congressional Medal of Honor by planting and dedicating Living Classrooms. "Augustus Buchel: A Forgotten Texas Patriot," by Stanley S. McGovern, pp. 1-21. ABSTRACT: Augustus Buchel, trained in military schools in Europe, was an army officer in Spain and the Ottoman Empire before he went to Texas. He arrived in the Lone Star State with other German immigrants and served in the Mexican War, the Texas militia, and the Confederate Army. Although he served Texas without hesitation, he has been overlooked by most historians. KEY WORDS: Augustus Buchel; German immigrants; Mexican War; Texas cavalry; Civil War "Brother Against Brother: The Winter Skirmishes Along the Arkansas River, 1864-1865," by Jayme Lynne Stone, pp. 23-49. (WASHINGTON, D.C.) President Bush recently released his Fiscal Year 2004 budget and not suprisingly, it again gives a short shrift to education. What was surprising is just how large the cuts are to the Impact Aid education program.
The language in the administration's budget states as follows: "Provided, That children described in section 8003(a)(1) (D)-(G) shall not be considered in determining the eligibility of a local educational agency for a payment, or the amount of such a payment, under section 8003(b) or (d)."
What this means is that only on-base military children, children whose parents work on and live on federal property, and Indian land children would be eligible for payment under the basic support program of Impact Aid. Also, the disability payment of Impact Aid has been decreased because off-base disability children would no longer be eligible for payment. The budget document reduces the number of eligible basic support children to 270,000, which means 900,000 off-base military, low-rent housing, and civilian "b" children would no longer be eligible for payment. The administration estimates that 750 local educational agencies (LEAs) would remain eligible for a basic support payment, down from approximately 1,300.

Civilian Schools
  • Latest proposal would help the armed
    forces force their way into high schools.
Any secondary school that receives Federal funds under this Act shall permit regular United States Armed Services recruitment activities on school grounds, in a manner reasonably accessible to all students of such school. Though the language of this amendment, which passed by a vote of 366-57, is not very detailed, it is clearly intended to deny federal funds to any high school that refuses to give student lists and/or campus access to the military. In introducing his proposal, Rep. Vitter explained that "this amendment states that secondary educational institutions that receive Federal funding must allow the . . . Armed Forces . . . access to students in those educational institutions." Another legislator, John Shimkus (R-Illinois), put it more simply: "No recruiters; no money." Ironically, the overall bill to which this amendment was attached was intended to improve the welfare of disadvantaged children and has the compelling title of "No Child Left Behind Act of 2001." Clearly, the Pentagon has its own interpretation of what this means and feels a special duty to make sure that no children are left behind — as possible cannon fodder.

That's the result of a deal struck between Navy Secretary Gordon England and Air Force Secretary James Roche to transfer the Naval Postgraduate School's aeronautical engineering department to the Air Force Institute of Technology at Wright-Patterson Air Force Base near Dayton, Ohio. In return, the Air Force Institute will move its meteorological and military acquisition and procurement curricula to the Navy school in Monterey. A memorandum of agreement was signed by England and Roche on Wednesday. The agreement was described as an "alliance" between the two service schools by Lt. Cmdr. Joe Navratil, spokesman for NPS. Under the agreement, the Navy school will offer meteorology and courses in military acquisition, which were once offered at the Air Force Institute, and the institute will take over aeronautical engineering education, he said.
