Brief Overview:
Charter school legislation was passed in Missouri in 1998. The law allows charter schools to be formed in St. Louis and Kansas City school districts only, and for sponsors who grant 3 or more charters to grant 1/3 of them for "high-risk" students or former drop-outs. There are now 25 charter schools operating in the state, serving over 7,000 students. Two more are scheduled to open in St. Louis during the 2003-2004 school year.

In dozens of publications, from the Reader's Digest to the Phi Delta Kappan , evidence has been presented again and again that we are facing a "crisis of character." A consensus is emerging that we in public education must do something about it.
  • Needs of students in Missouri reflect the needs nationally. Data gathered in Missouri by the Attitude Research Company showed 94% of Missourians agree that schools should teach fundamental values such as honesty and respecting others.
  • To address these compelling student needs, local communities in the St. Louis area began a character education program in 1988, called PREP Personal Responsibility Education Process. It is now called CHARACTERplus. This program is based on parent and community involvement and has reached thousands of students in over 30 school districts. It has been recognized nationally.
  • Having witnessed the success of CHARACTERplus, Missouri, the "Show Me" state, wishes to assist additional school communities throughout the state in establishing their own character education program modeled after CHARACTERplus.
  • Adapting CHARACTERplus easily requires two elements which are missing from the current program:
    • A documented replication process.

Education Policy Studies The state of Missouri is launching a concerted state effort to promote healthy weight in school-aged youth. Missouri is a participant in the NGA Interdisciplinary Network on School-Health Partnerships, a project which includes the Office of Governor Bob Holden. Missouri's NGA project team, along with the Missouri Coordinated School Health Coalition, has drafted a white paper that describes weight-related issues affecting Missouri students and identifies policy actions to address them.

Candidates Filing To Serve On Scotland County's School Boards

The Missouri School Boards' Association reminds all interested citizens that the first day of candidate filing for the April 2002 school board elections was December 18.
In Scotland County there are two school boards that will fill vacancies in this election. The Gorin R-III district will fill three seats on the school board. As of December 27, all three incumbents have filed for re-election and at this time face no opposition. Filing for re-election were William Roach, Cindy Orton and Mike Parrish. The Scotland County R-I District will fill three seats on the board of education. At press time only two candidates had filed for the position. Incumbent George Koontz will seek re-election. He will be joined on the ballot by Scott Brassfield. At this time incumbents Paul Campbell and Paula Neese have not filed for re-election. "School board service is an important and satisfying way to make a contribution to your community," says Missouri School Boards' Association President Mike Rohman, a school board member in the Ritenour School District. "Local school boards set the policies under which our public schools operate and provide the citizen leadership that is so essential to the success of our schools."
