The Commission's recommendations
are supported by new school funding mechanisms of
Missouri law, which:
  • Establish the "Outstanding Schools Trust Fund" to finance a set of comprehensive education reforms, many of which address Commission recommendations. The principal features of the new funding system are:
    • A combination of individual and corporate taxes:
      • "The federal income tax deduction for corporations is reduced to 50% in tax years beginning after September 1, 1993."
      • "The state tax rate on corporate income increases from 5% to 6.25%."
      • "After January 1, 1994, federal income tax deductions will be limited to $5,000 for individual returns and $10,000 for joint returns."
      and are supported by the creation of a monitoring commission, the "Commission on Performance", established by Missouri law to:
      • "Provide advice and counsel to the State Board of Education in the development and implementation of the elements of Senate Bill 380."
      • "Study the equity and adequacy of state aid to local districts and to make recommendations to the Legislature to ensure that equity and adequacy tests for equal educational access are being met."

    The Missouri State Board of Nursing does not have a formal position on the utilization of complimentary and alternative medicine (CAM) therapies. Pursuant to the statute, 536.010 (4)(b), RSMo, the Missouri State Board of Nursing may issue "an interpretation…with respect to a specific set of facts and intended to apply only to that specific set of facts."
    Using the Missouri State Board of Nursing's Practice Committee Questionnaire, individuals or entities may ask for Board opinion on specific scope of practice questions related to: (a) their own particular Chapter 335 practice authority, or (b) the entity's licensed nurses. The information that is requested by the Missouri State Board of Nursing in the Practice Committee Questionnaire provides the requestor with some of the critical areas to be addressed even if not submitted to the Board for its opinion. The questions included in the Practice Committee Questionnaire are: 1. Please identify and briefly describe your particular request of the Board, including all relevant specific facts. 2.
