The testimony was delivered on behalf of the National Association of State Boards of Education (NASBE). As state board president, Preston offered her perspective on the use of federal funds at the state level, particularly the percentage used for administration. "I have viewed with increasing dismay the undeserved criticisms and misperceptions here in Washington about the use of federal funds at the state level. Such a view does a disservice to the important and too often thankless work performed by educators at the state level. State education agencies are not bloated, inefficient bureaucracies as they are sometimes falsely portrayed," Preston said. "Let me set the record straight. In Missouri, our state education department uses only 1.5% of federal education funds for administration. The rest is passed through to local districts for educational improvement activities. Missouri's experience is the rule, not the exception, in other state education agencies across the country," remarked Preston. Preston also criticized proposals to shift authority of federal programs from state boards of education to the governors; to reduce or eliminate the state share of funds; and, to block grant funds directly to local districts. Such initiatives, Preston said, "offer a solution to problems that do not exist." In her testimony, Preston said getting federal dollars to the classroom is an appealing concept, but it should not really be our primary objective. Rather, the overriding emphasis must be on improving student performance, systemic reforms, and rigorous accountability.

These partnerships principally center around curriculum development (academic alliances), teacher preparation and professional development (clinical or professional development schools), and student support services (early outreach programs that include mentoring or tutorial supports).
