Residential Options
What Are They?
Residential options are various types of residential programs funded or provided by the Division of Mental Retardation and Developmental Disabilities (MRDD) in Region IV including: Family Living Arrangements (FLA), Group Homes, Semi-independent Apartment Programs, Individualized Supported Living (ISL), Home Ownership, Higginsville Habilitation Center (HHC), and Division of Aging licensed facilities. The Department of Mental Health contracts with licensed service providers and establishes rates for Group Homes, Family Living Arrangements, Semi-independent Apartment Programs and Individualized Supported Living. Homeownership is coordinated for the Kansas City Regional Center by the Department of Mental Health's Housing Team and the Community Housing Network (See Community Housing Network
Family Living Arrangements(FLA)
The Department of Mental Health contracts directly with the person or family providing direct care to the individual, rather than contracting with an agency. FLAs are licensed for up to three Division clients.
Group Homes
The Division of MRDD contracts for group home services with agencies which may provide live-in staff or shift staff arrangements. A single base rate is established for residents in a home. Small Group Homes are homes for three or fewer consumers. Regular Group Homes are homes with four or more consumers. Residential Care Centers are group homes with more than nine beds.

Social Services
Social services and self-help projects are widely available in the Region, through a variety of State and Federal agencies, and local not-for-profit organizations. Job Training Services Job training and retraining services for the economically disadvantaged, disabled and the unemployed are available through funding from the Job Training Partnership Act and State of Missouri funding. Such projects are operated locally under the auspices of the Service Delivery Area (SDA) 10 Private Industry Council (PlC), which administers job training programs in a twelve county area of South Central Missouri. Special training programs for older workers aged 55+ are also available through Missouri Green Thumb, Inc. and the Missouri Experienced Worker program, each of which originates with funding from the Department of Labor. Head Start The Head Start program has gained wide acceptance and popularity over the years, and is available in increasing numbers in the Region. The program, which provides services in the component areas of education, social services, parent involvement, nutrition, health and mental health, is operated in Douglas, Howell, Oregon, Ozark; Texas and Wright counties through the sponsorship of Ozark Action, Inc. a Community Action Agency based in West Plains. In Shannon County, the program is sponsored by South Central Missouri Community Action Agency.

Missouri Rental Housing Preservation Program

TAHF has raised $150,000,000 of tax-exempt funds to acquire, preserve, rehabilitate, stabilize, and/or construct affordable rental housing throughout the state of Missouri. These monies are designed to be leveraged with government and private funds to finance the capital improvements and needs of the housing stock in order to provide quality affordable housing for the elderly, young families, and low to moderate income households in Missouri.
This program is designed to fund the preservation of over 5,000 units that are at risk of being lost to our targeted households either because of (a) expiring government subsidies and/or affordable restrictions of use, or (b) the physical deterioration of the property to where the projects are deemed unsafe. In excess of 2,500 households are expected to benefit from this program prior to July 1, 2004 with an additional equal amount being served by July 1, 2006. For Further Information, click

Mississippi county, Missouri is located at the confluence of the Mississippi and Ohio Rivers in the heart of the nation. It is the eastern most county in the state and is surrounded by 95 miles of Mississippi River frontage. According to the 1990 Census, Mississippi county ' s population experienced an 8.2% decline in population while the state averaged a 4.1% increase in population. The number of housing units declined by 4.6% while the state experienced a growth of 10.6% in housing units. Median value of a home in the county is $27,500 less than the state median home average. Mississippi County's median household income is $15,458, which is $11,213 less than that of the state. Poverty and illiteracy have been endemic to the City of East Prairie as well as in Mississippi County. The communities have agricultural based economies, but there are several small manufacturing firms in the county, each employing a substantial number of workers. The single largest industrial employer in East Prairie is C.B. Forms with 100 employees.

Cases We Handle and Services We Provide
PUBLIC BENEFITS
T he greatest number of cases handled by LAWMo staff relate to public benefits or entitlements. These benefits are often the only source of household income and their loss or reduction can have a devastating impact on the life of a client. LAWMo provides representation in administrative hearings, and in court, if necessary, when benefits have been denied, terminated or reduced. These cases include Medicaid, Aid to Families with Dependent Children (AFDC) (now TANF), SSI, Social Security, Aid to the Blind, and veteran's benefits. Through this work, LAWMo helps clients obtain the payments and services they are entitled to under law. For many families, these benefits mean the difference between maintaining a minimal level of food and shelter or suffering homelessness and despair.
DOMESTIC VIOLENCE / FAMILY LAW
Through its family law practice, LAWMo makes it a priority to provide assistance to those trying to escape an abusive relationship. Typically, these are cases with a long history of physical and/or sexual abuse and involving difficult issues of child custody and visitation. Without LAWMo's assistance, many clients and their children would face continued abuse and hopelessness.

The Missouri Association for Community Action (MACA) supports Senate Bill 104, which would increase funds for the Missouri Housing Trust Fund.     TUESDAY, DECEMBER 19, 2000 State approves housing projects Developments in Joplin, Neosho to receive grants By Andy Ostmeyer Globe Business Writer The Missouri Housing Development Commission has approved two local projects, one in Neosho and one in Joplin. Dave Bryan, public information coordinator for the Neosho Housing Authority, said it will receive a federal loan of $1.34 million to develop a 64-unit apartment complex called The Hamptons of Neosho. The loan has an interest rate of 1 percent for 30 years. The Neosho Housing Authority also received $427,335 in federal and state tax credits for the apartment project. The apartments will be built across from the dorms at Crowder College. Economic Security Corp. of the Southwest Area also received a $196,000 grant to build two single-family rental houses in Neosho. Residents must meet income and other guidelines to be eligible to rent the apartments or the houses. Bryan said the income guideline for a family of four in Neosho is $22,620. Rental rates have not been determined.
